The Institute of Chartered Accountants of India (ICAI), through its GST & Indirect Taxes Committee, has released the December 2025 edition of the Technical Guide on GST Reconciliation Statement (Form GSTR-9C).
This updated edition is designed to facilitate accurate, transparent, and standardized annual reconciliation for GST-registered taxpayers, reflecting the recent developments in the GST 2.0 compliance ecosystem.

Mandatory Filing Requirement
As per Section 44 of the CGST Act read with Rule 80(3), filing Form GSTR-9C is mandatory for taxpayers whose aggregate annual turnover exceeds ₹5 crore.
The reconciliation statement must be filed for every GST registration under the same PAN that crosses this turnover threshold.
Strategic Compliance Advice
Taxpayers are advised to ensure all GSTR-1, GSTR-3B, and GSTR-9 returns are filed before attempting to file GSTR-9C.
This sequence is critical because late fees under Section 47(2) are computed based on the complete filing of the annual return (comprising both GSTR-9 and GSTR-9C).
