A remarkable feature of GST implementation is that India’s 31 States came together with the
Centre to form a unique federal body called GST Council which took all the decisions relating
to polices and their implementation unanimously without any voting, in the spirit of cooperative
federalism. The Council met for 37 times till date and took numerous decisions providing
relaxations to the industry.
In 37th GST meeting, Council recommended relaxations in filing of annual returns for F.Y.
2017-18 and 2018-19, new return system to be introduced from April, 2020, suitable
amendments in CGST Act, UTGST Act, and the corresponding SGST Acts in view of creation
of UTs of Jammu & Kashmir and Ladakh, etc.
