<p class="head">Introduction of Continuous Clearing and Settlement on Realisation in Cheque Truncation System</p>
<p>Please refer to the <a class="links" href="https://www.rbi.org.in/Scripts/BS_PressReleaseDisplay.aspx?prid=58449" target="_blank" rel="noopener">Statement on Developmental and Regulatory Policies dated August 8, 2024</a>, announcing the transition of Cheque Truncation System (CTS) from the current approach of batch processing to continuous clearing with settlement on realisation.</p>
<p>2. It has been decided to transition CTS to continuous clearing and settlement on realisation in two phases. Phase 1 shall be implemented on October 4, 2025 and Phase 2 on January 3, 2026. The modalities for the same are given in <a class="links" href="https://www.rbi.org.in/Scripts/NotificationUser.aspx?Id=12891&amp;Mode=0#AN1">Annex</a>.</p>
<p>3. All banks are advised to make their customers adequately aware of the changes in the cheque clearing process.</p>
<p>4. Banks are also advised to be in readiness to participate in continuous clearing in CTS on the above dates.</p>
<p>5. This directive is issued under Section 10 (2) read with Section 18 of Payment and Settlement Systems Act, 2007 (Act 51 of 2007).</p>

<p class="head" align="center">Modalities for Continuous Clearing with Settlement On-realisation in CTS</p>
<p class="head">1. Single presentation session with continuous delivery:</p>
<ol type="a">
<li>There shall be a single presentation session from 10:00 AM to 4:00 PM.</li>
<li>Cheques received by the branches shall be scanned and sent to the clearing house by the banks immediately and continuously during the presentation session.</li>
<li>The clearing house will in turn release the cheque images to drawee banks on a continuous basis.</li>
</ol>
<p class="head">2. Continuous inward processing and confirmation by banks:</p>
<ol type="a">
<li>The confirmation session shall start at 10:00 AM and close at 7:00 PM.</li>
<li>For every cheque presented, the drawee bank shall generate either positive confirmation (for honoured cheques) or negative confirmation (for dishonoured cheques).</li>
<li>Each cheque will contain the ‘Item Expiry Time’ which indicates the latest time by which confirmation for the presented instrument needs to be provided by the drawee bank.</li>
<li>Processing by drawee banks is to be done continuously throughout the day and on a real time basis as soon as cheque images are received.</li>
<li>Information of positive/negative confirmation shall be sent by the drawee banks to the clearing house immediately after processing.</li>
</ol>
<p class="head">3. Time available for inward processing:</p>
<ol type="a">
<li>During phase 1 (From October 4 to January 2, 2026), drawee banks shall be required to confirm (positively / negatively) cheques presented on them latest by end of confirmation session (i.e. 7:00 PM) else those will be deemed to have been approved and included for settlement. Item expiry time for all cheques shall be set as 7:00 PM in phase 1.</li>
<li>In Phase 2 (from January 3, 2026), the item expiry time of cheques shall be changed to T+3 clear hours. For example, the cheques received by drawee banks between 10:00 AM and 11:00 AM will have to be confirmed positively or negatively by them by 2:00 PM (3 hours from 11:00 AM). Cheques for which confirmation is not provided by the drawee bank in the prescribed 3 hours shall be treated as deemed approved and included for settlement at 2:00 PM.</li>
</ol>
<p class="head">4. Settlement on realisation:</p>
<ol type="a">
<li>No accounting entries (settlement) will be posted for presentation of cheques.</li>
<li>Starting from 11:00 AM, settlement will be arrived every hour till the end of confirmation session, based on the positive confirmations received from drawee banks and cheques considered deemed approved.</li>
<li>No accounting entries shall be passed for cheques with negative confirmation.</li>
</ol>
<p class="head">5. Releasing payment to customers:</p>
<ol type="a">
<li>On completion of settlement, clearing house shall release the information of positive and negative confirmations to the presenting bank.</li>
<li>The presenting bank shall process the same and release the payment to the customers immediately, but not later than 1 hour from successful settlement, subject to usual safeguards.</li>

<div class="Y3BBE" data-sfc-cp="" data-hveid="CAMQAA" data-processed="true" data-complete="true"><span class="T286Pc" data-sfc-cp="" data-complete="true">The <span data-sfc-cp="" data-complete="true"><a class="H23r4e" href="https://www.rbi.org.in/commonman/English/scripts/ecs.aspx?id=204" target="_blank" rel="noopener">Reserve Bank of India (RBI)</a></span> has implemented new rules for cheque clearing, transitioning from a batch-based system to a continuous clearing and settlement on realization model</span>. This change aims to significantly reduce the time it takes for cheques to clear, making funds available within hours instead of the previous 1-2 business days.</div>
<div class="Y3BBE" data-sfc-cp="" data-hveid="CAMQAA" data-processed="true" data-complete="true">The new system is being rolled out in two phases:</div>
<ul class="U6u95" data-complete="true" data-processed="true">
<li data-hveid="CAYQAA" data-complete="true" data-sae=""><span class="T286Pc" data-sfc-cp="" data-complete="true"><strong class="Yjhzub" data-complete="true">Phase 1 (October 4, 2025 &#8211; January 2, 2026):</strong> Banks will scan and send cheque images to the clearing house continuously between 10 AM and 4 PM. The drawee bank must confirm each cheque (either honor or dishonor) by <strong class="Yjhzub" data-complete="true">7 PM</strong> on the same day. If no confirmation is received, the cheque will be automatically deemed approved for settlement.</span></li>
<li data-hveid="CAYQAQ" data-complete="true" data-sae=""><span class="T286Pc" data-sfc-cp="" data-complete="true"><strong class="Yjhzub" data-complete="true">Phase 2 (Starting January 3, 2026):</strong> The confirmation timeframe will be reduced. Drawee banks will have <strong class="Yjhzub" data-complete="true">3 hours</strong> to confirm each cheque after it&#8217;s presented. For example, a cheque received between 10 AM and 11 AM must be confirmed by 2 PM. Once settlement is complete, the presenting bank is required to release the funds to the customer immediately, or no later than <strong class="Yjhzub" data-complete="true" data-processed="true">1 hour</strong> after settlement, subject to usual safeguards</div>

<ul class="U6u95" data-complete="true" data-processed="true">
<li data-hveid="CAoQAA" data-complete="true" data-sae=""><span class="T286Pc" data-sfc-cp="" data-complete="true"><strong class="Yjhzub" data-complete="true">Continuous Processing:</strong> Cheques are no longer handled in batches but processed as they are received during the presentation session from <strong class="Yjhzub" data-complete="true">10 AM to 4 PM</strong>.</span></li>
<li data-hveid="CAoQAQ" data-complete="true" data-sae=""><span class="T286Pc" data-sfc-cp="" data-complete="true"><strong class="Yjhzub" data-complete="true">Real-time Image Transfer:</strong> Scanned cheque images are immediately sent to the clearing house and then to the drawee bank.</span></li>
<li data-hveid="CAoQAg" data-complete="true" data-sae=""><span class="T286Pc" data-sfc-cp="" data-complete="true"><strong class="Yjhzub" data-complete="true">Continuous Confirmation:</strong> Drawee banks must confirm cheques in real-time within the specified window (up to 7 PM in Phase 1, and 3 hours in Phase 2).</span></li>
<li data-hveid="CAoQAw" data-complete="true" data-sae=""><span class="T286Pc" data-sfc-cp="" data-complete="true"><strong class="Yjhzub" data-complete="true">Automatic Approval:</strong> If the drawee bank fails to confirm a cheque within the deadline, it will be automatically approved and included in the settlement.</span><span class="uJ19be notranslate" data-wiz-uids="PJ4oqc_1x,PJ4oqc_1y" data-complete="true"><span class="vKEkVd" data-animation-atomic="" data-sae=""> </span></span></li>

<div class="AdPoic" role="heading" aria-level="3" data-sfc-cp="" data-processed="true" data-complete="true">The RBI has also made Positive Pay mandatory for cheques above <strong class="Yjhzub" data-complete="true" data-processed="true">₹5 lakh</strong> and strongly recommends it for cheques above <strong class="Yjhzub" data-complete="true" data-processed="true">₹50,000</strong>. Under this system, customers must provide key cheque details (account number, cheque number, date, amount, and beneficiary name) to their bank in advance. The bank will then verify these details when the cheque is presented for clearing. <p>The RBI has launched the Centralised Web Portal “UDGAM” (Unclaimed Deposits Gateway to access information). This portal has been developed for use by members of public to facilitate and simplify the process of searching for their unclaimed deposits across multiple banks at one place. Further, the launch of web portal will help users to identify their unclaimed deposits or accounts and enable them to either claim the deposit amount or reactivate their deposit accounts at their respective banks.</p>
<p>The Governor, Reserve Bank of India today launched a Centralised Web Portal <span style="font-family: mangal;">उद्गम</span> <a class="links" href="https://udgam.rbi.org.in/" target="_blank" rel="noopener">UDGAM (<span class="head">U</span>nclaimed <span class="head">D</span>eposits – <span class="head">G</span>ateway to <span class="head">A</span>ccess infor<span class="head">M</span>ation)</a>. This portal has been developed by RBI for use by members of public to facilitate and make it easier for them to search their unclaimed deposits across multiple banks at one place.</p>
<p>The Reserve Bank of India had announced the development of a <a class="links" href="https://udgam.rbi.org.in/" target="_blank" rel="noopener">centralised web portal</a> for searching unclaimed deposits as part of the <a class="links" href="https://www.rbi.org.in/Scripts/BS_PressReleaseDisplay.aspx?prid=55473" target="_blank" rel="noopener">Statement on Developmental and Regulatory Policies dated April 06, 2023</a>. Given the increasing trend in the amount of unclaimed deposits, RBI has been undertaking public awareness campaigns from time to time to sensitise the public on this matter. Further, through these initiatives, the RBI has been encouraging members of public to identify and approach their respective banks for claiming unclaimed deposits.</p>
<p>The launch of the web portal will aid users to identify their unclaimed deposits/ accounts and enable them to either claim the deposit amount or make their deposit accounts operative at their respective banks. Reserve Bank Information Technology Pvt Ltd (ReBIT), Indian Financial Technology &amp; Allied Services (IFTAS) and participating banks have collaborated on developing the portal.</p>
<p>To begin with, users would be able to access the details of their unclaimed deposits in respect of <a class="links" href="https://rbidocs.rbi.org.in/rdocs/content/pdfs/ListofBanksonCentralisedWebPortal_17082023.pdf" target="_blank" rel="noopener">seven banks</a> presently available on the portal. The search facility for remaining banks on the portal would be made available in a phased manner by October 15, 2023.</p>

Dear Sir /Madam</p>
<p>₹2000 Denomination Banknotes – Withdrawal from Circulation; Will continue  as Legal Tender<br />
₹2000 denomination banknote was introduced in November 2016 under Section  24(1) of RBI Act, 1934 primarily to meet the immediate currency requirement of the economy after withdrawal of the legal tender status of all ₹500 and ₹1000 banknotes in circulation at that time. With fulfilment of the objective of introduction of ₹2000 denomination and availability of banknotes in other denominations in adequate quantity, printing of ₹2000 banknotes was stopped in 2018-19.</p>
<p>2. Further, majority of the ₹2000 denomination notes were issued prior to March<br />
2017, have completed their estimated lifespan and are not observed to be commonly<br />
used for transactions anymore. Therefore, it has been decided that, in pursuance of<br />
the “Clean Note Policy” of the Reserve Bank of India, the ₹2000 denomination<br />
banknotes shall be withdrawn from circulation. The ₹2000 banknotes will continue to<br />
be legal tender.</p>
<p>3. Accordingly, to implement the decision stated above, the following plan of action<br />
has been formulated which, the banks shall follow meticulously:<br />
A. Handling of existing stock and receipts<br />
(i) All banks shall discontinue issue of ₹2000 denomination banknotes with<br />
immediate effect. ATMs/Cash Recyclers may also be reconfigured<br />
accordingly.</p>
<p>(ii) Banks holding Currency Chests (CCs) shall ensure that no withdrawal of<br />
₹2000 denomination is allowed from the CCs. All balances held in the CCs<br />
shall be classified as unfit and kept ready for dispatch to respective RBI<br />
offices.<br />
(iii) All banknotes in this denomination received by the banks shall be sorted<br />
immediately through Note Sorting Machines (NSMs) for accuracy and<br />
genuineness and deposited in the currency chests under the Linkage Scheme<br />
or kept ready for dispatch to the nearest Issue Office of RBI.<br />
(iv) The instructions contained in our Master Direction dated April 03, 2023 on<br />
detection, reporting and monitoring of counterfeit notes shall be meticulously<br />
followed.</p>
<p>B. Facility for Deposit and Exchange<br />
(v) The facility for deposit and/or exchange of ₹2000 banknotes shall be available<br />
for members of the public up to September 30, 2023.<br />
(vi) Deposit of ₹2000 banknotes into accounts maintained with all banks can be<br />
made in the usual manner, that is, without restrictions and subject to<br />
compliance with extant Know Your Customer (KYC) norms and other<br />
applicable Statutory requirements. The banks shall also be required to comply<br />
with Cash Transaction Reporting (CTR) and Suspicious Transaction<br />
Reporting (STR) requirements, where applicable.<br />
(vii) The facility for exchange of ₹2000 banknotes shall be provided to all members<br />
of the public by all banks through their branches.<br />
(viii) With a view to minimise inconvenience to the public, to ensure operational<br />
convenience and avoid disruption of the regular activities of bank branches,<br />
all banks may exchange ₹2000 banknotes upto a limit of ₹20,000/- at a time.<br />
(ix) Business Correspondents (BCs) may also be allowed to exchange ₹2000<br />
banknotes upto a limit of ₹4000/- per day for an account holder. For this<br />
purpose, banks may, at their discretion, enhance the cash holding limits of<br />
BCs.<br />
(x) To give time to the banks for preparatory arrangements, members of the<br />
public have been requested to approach the banks/branches from May 23, 2023</p>
<p>for availing exchange facility. Deposit of ₹2000 banknotes may continue as per the normal banking practice.<br />
(xi) For providing deposit / exchange facility to people residing in remote/<br />
unbanked areas, banks may consider using mobile vans, if necessary.<br />
(xii) While crediting the value of ₹2000 notes to Jan Dhan Yojna Accounts / Basic<br />
Savings Bank Deposit (BSBD) Accounts, the usual limits will apply mutatis<br />
mutandis.<br />
(xiii) The banks shall to the extent feasible make special arrangements to reduce<br />
inconvenience to the senior citizens, persons with disabilities and women<br />
seeking to exchange/deposit ₹2000 notes.</p>
<p>C. Replenishment of Stock of Other Denominations for Exchange<br />
(xiv) Branches / CCs should estimate their cash requirement and obtain banknotes<br />
of other denominations from the linked / nearby currency chest / RBI well in<br />
time.<br />
(xv) CC holding branches shall extend required support to the linked / non-linked<br />
branches in accepting ₹2000 notes and distribution of banknotes in other<br />
denominations. In case of any difficulty in obtaining cash, the banks may<br />
contact the concerned Issue Office of RBI.</p>
<p>D. Dissemination of Information<br />
(xvi) The banknotes in ₹2000 denomination will continue to be legal tender.<br />
(xvii) A document on Frequently Asked Questions (FAQs) in the matter has been<br />
prepared and given in the Annex. A copy of the same may be provided to the<br />
staff manning the exchange counters as well as displayed in the banking hall,<br />
ATM kiosks, etc.<br />
(xviii) A Press Release informing the public of the exercise and soliciting their cooperation is being issued separately. A copy of the same is enclosed for ready<br />
reference which may also be displayed in the banking hall, ATM kiosks, etc.<br />
(xix) Banks may also consider advising their customers suitably in the matter.<br />
4. The above instructions will be effective until September 30, 2023.</p>
<p>5. You are requested to issue suitable instructions to the branches and advise them<br />
to extend all cooperation to members of the public so that the exercise is conducted<br />
in a non-disruptive manner, without any inconvenience to the public.<br />

										<content:encoded><![CDATA[<p><b>Reserve Bank of India launches (a) UPI for Feature Phones (UPI123pay) and (b) 24&#215;7 Helpline for Digital Payments (DigiSaathi)</b></p>

<td>The Reserve Bank has launched two key initiatives today – (1) UPI123Pay – Option to make Unified Interface Payments (UPI) payments for feature phone users, and (2) DigiSaathi &#8211; a 24&#215;7 Helpline to address the queries of digital payment users across products. While launching the two initiatives, RBI Governor Shri Shaktikanta Das highlighted the importance of these initiatives in enhancing the diversity, utility and transformational power of digital innovations in the country. These initiatives will further deepen the digital ecosystem and financial inclusion. The Governor also stated that the RBI stands committed to providing an enabling environment for this.</p>
<p>At present, efficient access to UPI is available on smart phones. UPI can be accessed through NUUP (National Unified USSD Platform) using the short code of *99#. But this option is cumbersome and not popular. Considering that there are more than 40 crore feature phone mobile subscribers in the country, UPI123pay will materially improve the options for such users to access UPI. UPI123Pay includes four distinct options as below:</p>
<ol type="a">
<li><span class="head">App-based Functionality</span>: An app would be installed on the feature phone through which several UPI functions, available on smartphones, will also be available on feature phones.</li>
<li><span class="head">Missed Call</span>: This will allow feature phone users to access their bank account and perform routine transactions such as receiving, transferring funds, regular purchases, bill payments, etc., by giving a missed call on the number displayed at the merchant outlet. The customer will receive an incoming call to authenticate the transaction by entering UPI PIN.</li>
<li><span class="head">Inter-active Voice Response (IVR)</span>: UPI payment through pre-defined IVR numbers would require users to initiate a secured call from their feature phones to a predetermined number and complete UPI on-boarding formalities to be able to start making financial transactions without internet connection.</li>
<li><span class="head">Proximity Sound-based Payments</span>: This uses sound waves to enable contactless, offline, and proximity data communication on any device.</li>
</ol>
<p>The 24&#215;7 Helpline – ‘DigiSaathi’ – provides a channel to obtain help on the entire gamut of digital payments. Automated responses on information related to digital payment products and services are available in Hindi and English through multiple options like – (a) toll-free number (1800-891-3333), (b) a short code (14431), (c) website – <a class="links" href="http://www.digisaathi.info/" target="_blank" rel="noopener">www.digisaathi.info</a>, and chatbots. DigiSaathi will assist users with their queries on digital payments via website &amp; chatbot facility and through toll-free calls where user can dial or call out the options / products for which the information is required. More interactive options and language choices shall be enabled going forward.</p>
<p>The above initiatives are envisioned to accelerate the process of digital adoption in India, by creating a richer and inclusive ecosystem that can accommodate larger sections of population.</p>
