DGFT Seeks Feedback on Amended Aayat Niryat Form for SCOMET Exports

 

Issue: To streamline the application process and enhance security for obtaining authorization for the export of SCOMET (Special Chemicals, Organisms, Materials, Equipment and Technologies) items, the Directorate General of Foreign Trade (DGFT) is updating the application form (Unified Aayat Niryat Form or ANF).

Facts:

  • The process for obtaining authorization for the export of SCOMET items is outlined in Para 10.04(a) of the Handbook of Procedures (HBP) 2023.
  • In alignment with the Foreign Trade Policy (FTP) 2023, the DGFT must engage in stakeholder consultation when formulating or amending related procedures.
  • The DGFT has prepared draft amendments to the application format (Unified Aayat Niryat Form).

Decision:

The DGFT issued a Trade Notice inviting views, suggestions, comments, and feedback on the proposed draft amendments to the unified Aayat Niryat Form (ANF) used for SCOMET export authorization applications.
