For the most advanced frontier AI models, an independent, federally overseen, industry-backed organization could set safety standards and verify independent, voluntary audits, similar to how other critical sectors are managed. This creates a nimble way to keep people safe without impacting progress.
For widely-used AI applications, we can adapt existing laws to address specific social and economic impacts. This means using and updating current laws to tackle challenges in areas like child safety, copyright, and workforce transitions.

The paper divides the approach into two distinct categories based on the scale and deployment of the technology:

For Frontier AI Models: For the most advanced, cutting-edge AI systems, it suggests establishing an independent, federally overseen, and industry-backed organization. This entity would be responsible for setting nimble safety standards and verifying independent, voluntary audits to keep pace with innovation without halting progress.
For Widely-Deployed AI Applications: Rather than creating entirely new, sweeping legislative bodies, the paper recommends adapting and updating existing laws to handle specific socioeconomic impacts. This includes focusing enforcement on real-world challenges like child safety, copyright protection, and workforce transitions.

The core argument is that grounding regulations in actual, identifiable harms rather than the underlying computer science protects the public while allowing American innovation to thrive.
