• University-Backed Education: To unlock the premium subscription, citizens must first complete a free foundational AI literacy course developed entirely by the University of Malta.

• Practical Curriculum: Available in both English and Maltese, the training covers what AI is, its inherent capabilities, its structural limitations, and how to safely and responsibly apply it to everyday tasks at home and in professional workspaces.

• What You Unlock: Upon successfully completing the course, participants receive full access to ChatGPT Plus for one year at zero cost to them.

How the Distribution Works

Managing a national rollout requires clean, verified infrastructure to prevent fraud or subscription hoarding.

• EU eID Authentication: To enroll in the free course and claim the 12-month ChatGPT Plus subscription (a retail value of $20/month), participants must verify their identity using Malta’s secure online eID account system.

• The MDIA Framework: The Malta Digital Innovation Authority (MDIA) is officially tasked with governing the eligibility pipeline and distributing accounts to participants.

• Global Inclusivity: The programmatic framework isn’t limited strictly to physical residents on the island; Maltese citizens living abroad are fully eligible to take the course and secure their subsidized access.
