NOTIFICATION
New Delhi, the 7th September, 2026
G.S.R. 783 (E).— ln exercise of the powers conferred by sub-section (1), clauses (a), (b) and
(c) of sub-section (2) of section 130 and sub-section (1) of section 319 read with section 116, section 117 and clause (f) of sub-section (2) of section 123 of the Merchant Shipping Act, 2025 (24 of 2025) and in supersession of the Merchant Shipping (Carriage of Cargo) Rules, 1995, except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules, namely:––
CHAPTER I PRELIMINARY
- Shorttitle and – (1) These rules may be called the Merchant Shipping (Carriage of Dangerous Goods) Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
- ––Unless otherwise specified in the Act or any other rule made thereunder, these rules shall apply to––
- allIndian ships, except the ships covered under Part XIII of the Act, carrying or about to carry cargoes specified in these rules anywhere;
- allships, other than Indian ships, carrying or about to carry cargoes specified in these rules when they are within India including coastal waters, ports or places in India;
- ships loadingor discharging dangerous cargoes at ports in India under any law for the time being in force in India.
- ––(1) In these rules, unless the context otherwise requires,––
- “Act”means the Merchant Shipping Act, 2025 (24 of 2025);
- “Administration”means the Director General of Maritime Administration;
- “cargotransport unit” means a freight container, swap body, vehicle, railway wagon or any other similar unit in particular when used in intermodal transport;
- “cargo unit” means a vehicle, container, flat, pallet portable tank, packaged unit, or anyother entity , and loading equipment or part thereof which belongs to the ship but is not fixed to the ship;
- “chemical tanker” means a cargo ship constructed or adopted and used for the carriage in bulk any liquid product listed inChapter 17 of the International Code for the Construction and Equipment of Ships carrying Dangerous Chemicals in Bulk, as amended;
- “Code for Construction and Equipment of Ships Carrying Liquified Gasesin Bulk” means Code for Construction and Equipment of Ships Carrying Liquified gases in Bulk adopted by International Maritime Organisation Resolution A.3289 (IX), applicable to ships built after 31st October, 1976 and before 1st July, 1986;
- “competentauthority” means the Administration or any person authorised by the
Administration to perform any function under these rules;
- “dangerous goods” means dangerous cargoes carriedin packaged form or solid form in bulk, and includes harmful substances identified as marine pollutants in the International Maritime Dangerous Goods Code;
- “dangerous goods in solidform in bulk” means any material, other than liquid or gas, consisting of a combination of particles, granules or any larger pieces of material, generally uniform in composition, which is covered by the International Maritime Dangerous Goods Code and is loaded directly into the cargo spaces of a ship without any intermediate form of containment, and includes such materials loaded in a barge on a barge-carrying ship;
- “document” includes the use of electronic data processing and electronic data interchange transmission technique as an alternate aid to paper documentation as specified in chapter 5.4 of the International Maritime Dangerous Goods Code;
- “gas carrier” meansa cargo ship constructed or adopted and used for the carriage in bulk of any liquefied gas or other product listed in Chapter 19 of the International Code of the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk;
- “high-level radioactive wastes” means liquid wastes resulting fromthe operation of the first stage extraction system or the concentrated wastes from subsequent extraction stages, in a facility for reprocessing irradiated nuclear fuel, or solids into which such liquid wastes have been converted;
- “International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk” means the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk, adopted by the International Maritime Organisation, as amended from time to time, applicable to ships built on or after 1stJuly, 1986;
- “International Code for the Construction and Equipment of Ships CarryingLiquefied Gases in Bulk” means the International Code for the Construction and Equipment of Ships Carrying Liquefied Gases in Bulk, adopted by the International Maritime Organisation, as amended from time to time, applicable to ships built on or after 1st July, 1986;
- “IMDGCode” means the International Maritime Dangerous Goods Code adopted by the
International Maritime Organisation Resolution A.716(17) as amended from time to time;
- “INF Cargo” means packaged irradiated nuclear fuel, plutonium and high-level radioactive wastes carried as cargo in accordance with Class 7 of the International MaritimeDangerous Goods Code;
- “irradiated nuclear fuel” means material containing uranium, thorium or plutonium isotopes or a combination thereof, which has been used tomaintain a self-sustaining nuclear chain reaction;
- “marinepollutants” means substances which are subject to the provisions of Annex
III of the International Convention for Prevention of Pollution from ships, 1973/1978 as amended;
- “MARPOL” means the International Convention for Prevention of Pollution from ships, 1973/1978, including its protocol adopted by the International Maritime Organisation, as amended from time to time;
- “packaged form” means the form of containment specified in the International MaritimeDangerous Goods Code;
- “plutonium” means the resultant mixture of isotopes of that material extracted from irradiated nuclear fuel from reprocessing;
- “Port StateAuthority” means the jurisdictional Mercantile Marine Department; (w)“recognised organisation” means an organisation that has been assessed and
approved by the Administration to perform, on its behalf, delegated statutory
certification and services under mandatory International Maritime Organisation instruments and national legislation and found to comply with the Code for Recognised Organisations adopted by International Maritime Organisation Resolution MSC. 349(92), as amended.
- “Schedule”means a Schedule annexed to these rules;
- “SOLASConvention” or “SOLAS” means the International Convention for Safety of Life at Sea, 1974, in force including its protocols adopted by the International Maritime Organisation and as amended from time to time;
- “UN number” means a serial number assigned to a dangerous substance in the International Maritime Dangerous Goods Code.
(2) The words and expressions used and not defined in these rules but defined in the Act, International Convention for Safe Containers, 1972, International Convention for Safety of Life at Sea, 1974, International Convention for Prevention of Pollution from ships, 1973/1978 and applicable codes shall have the meanings respectively assigned to them in the Act and in those applicable regulations, codes and conventions, as the case may be.
CHAPTER II
CARRIAGE OF DANGEROUS GOODS IN PACKAGED FORM
- Applicationof this –– This Chapter––
- applies to all the ships including ships less than 500 gross tonnage, carrying dangerous good in packaged form;
- doesnot apply to a ship’s stores and equipment including salvage equipment, if any
- Requirements for the carriage.–– (1) Carriage of dangerous goods in packaged form is prohibited except in accordance with this Chapter.
(2) The carriage of dangerous goods in packaged form shall be in compliance with the relevant provisions of the IMDG Code.
(3) The ship carrying dangerous goods shall comply with special requirements specified in SOLAS Regulation II-2/19 and upon ascertaining compliance, the competent authority or the recognised organisation shall issue document of compliance as per Annexure – I.
(4) The ship carrying dangerous goods deemed to be the marine pollutant under IMDG Code shall comply with the applicable requirements as specified in Annex III of the MARPOL Convention.
(5) To supplement the provisions of this Chapter, the Administration may issue notice, circular, order or guidelines under section 301 of the Act on the following, namely:––
- emergency response relevant to incidents involving dangerous goods in packaged form, which shall be drawn up to the standard of emergency response procedures for ships carrying dangerous goods (EmS guide) adopted by the International Maritime Organisation Resolution (MSC.1/Circ.1588) as amended;
- medical first aid relevant to incidents involving dangerous goods in packaged form, shall be provided in accordance with Medical First Aid Guide (MFAG) foruse in accidents involving dangerous goods which is reproduced in the supplement of the IMDG Code, published by International Maritime Organisation.
- The carriage of dangerous goods packages, including intermediate bulk container, shall be marked and labelled as per Chapter 5.2 of the IMDG Code and the quality of the labels used shall be of appropriate standards to ensure that they remain clearly visible and intact for the duration of the voyage.
- The carriage of cargo transport units and bulk containers containing dangerous goods, shall be placarded and marked as per Chapter3 of the IMDG Code and the quality of the placards used shall be of appropriate standards to ensure that they remain clearly visible and intact for the duration of the voyage.
- All shore-side personnel, as defined in section 1.3.1.2 of theIMDG Code, engaged in duties relating to the carriage, handling, stowage,

documentation, segregation and transport of dangerous goods by sea shall undergo training in accordance with the requirements prescribed in Chapter 1.3 and 1.4 of the IMDG Code.
- CertainIMDG class cargoes,––
- if packed in limited quantities for its transportation, shall comply with the provisions of Chapter 3.4 of the IMDG Code;
- may be shipped in the excepted quantities, provided it complieswith the provisions of Chapter 5 of the IMDG Code.
- Any dangerous goods to which special provisions as per Chapter3 of the IMDG Code apply, shall comply with the said provisions.
- For the carriage of dangerous goods, the Administration, on being satisfied with the safety measures for the entire duration of the voyage, may permit reclassificationor transportation of such

- Documents – In addition to any other documentsas may be required under the Act or the rules and regulations made thereunder, the following documents shall be required for the transportation of dangerous goods, namely:–
(a) transport information relating to carriage of dangerous goods in packaged form and the container or vehicle packing certificate along with dangerous goods declaration in accordance with relevant provisions of the IMDG Code and a certified copy of same shall be made available to the jurisdictional Port State Authority;
(b) special list, manifest or stowage plan, for ships setting forth, in accordance with the relevant provisions of the IMDG Code, the dangerous goods on board and the location thereof and a certified copy of such documents shall be made available to the jurisdictional Port State Authority;
- documentationas per SOLAS Chapter VII, Annex III of the MARPOL Convention and Chapter 5.4 of the IMDG Code.
- Cargo securing, stowage andsegregation requirements.–– (1) The shipper and master of the ship loading dangerous goods in packaged form shall ensure that the dangerous goods being loaded on ship are packed, labeled and classified as per the applicable provisions of the IMDG Code, as amended.
- Each ship carrying dangerous goods in packaged formconsisting of cargo units and cargo transport units, shall be––
- loaded and stowed in compliance with the applicable provisions of the IMDG Code;
- secured as per the cargo securingmanual as approved by the competent authority or the recognised organisation which shall be drawn up in accordance with the guidelines developed by the International Maritime Organisation Resolution (MSC.1/Circ.1353) as amended.
- Packing of each IMDG cargo unit including intermediate bulk containersand large packings, shall be certified by an IMDG packaging
- secured as per the cargo securingmanual as approved by the competent authority or the recognised organisation which shall be drawn up in accordance with the guidelines developed by the International Maritime Organisation Resolution (MSC.1/Circ.1353) as amended.
testing Centre, which shall be an entity or organisation approved by the Administration in accordance with the IMDG Code and approval of IMDG packaging testing centre shall be carried out as specified in Annexure – II.
- All ships loading IMDG cargo inIndian ports shall submit stowage plan sufficiently in advance to the jurisdictional Mercantile Marine Department and the surveyors of the Mercantile Marine Department may inspect such ships to ensure compliance with the relevant applicable requirements:
Provided that with regard to carriage of IMDG Class 1 and Class 7 cargo as defined in IMDG code, the surveyor appointed under section 8 of the Act, shall inspect the stowage aspects on the ship and issue no objection for the ship to sail out of the port with such cargo.
- Explosives under IMDG Class 1, Division 1.1 shall be loaded or discharged only at places or ports designated and approved by the Chief Controller of Explosivesunder the Explosives Act 1884 (4 of 1884) or any of the establishments of Armed Forces of the Union of India, and Ordnance Factories, in accordance with rules made by the Central Government, from time to time
- Radioactive materials under IMDG Class 7 shall be loaded or discharged onlyat places or ports designated, approved and supervised by the competent authority under the Sustainable Harnessing and Advancement of Nuclear Energy for Transforming India Act, 2025 (36 of 2025).
- Carriage of dangerous goods deemed to be marine pollutant as classified in IMDGCode, shall be stowed and secured as per the IMDG Code and Annex III of the MARPOL Convention.
- Wastes containing dangerous goods shall be transported under the provisions of the appropriate class, considering their hazards and the criteria in the IMDG Code and wastes not otherwise subject to the IMDG Code but covered under the Basel Convention, 1989, may be transported under class 9 and comply with applicable provisions of the IMDG Code.
Explanation.–– For the purposes of this sub-rule, the expression “Basel Convention” means Convention on the Control of Transboundary Movements of Hazardous Wastes and their Disposal,1989 adopted by United Nations, as amended from time to time.
- –– (1) When an incident takes place involving the lossor likely loss overboard of dangerous goods in packaged form into the sea, the master or other person having charge of the ship, shall report the particulars of such incident, at the earliest but not later than twenty-four hours and to the fullest extent possible as per details specified in Annexure – III and in case of Indian ship in foreign waters, it shall also report to the nearest Coastal State and to the State which is affected or likely to be affected by the incident.
- Thereporting of such incident shall be in accordance with Annexure
– III, in pursuance of and in conformity of guideline involving dangerous goods or harmful substances or marine pollutants, adopted by
International Maritime Organisation Resolution A.851(20), as amended.
- Everyincident under this rule shall be dealt with as per the applicable provisions of the emergency response procedures for ships carrying dangerous goods (EmS guide) and Medical First Aid Guide (MFAG), as specified in the supplement to IMDG Code, as amended.
- In the event of the shipreferred to in sub- rule (1) being abandoned, or in the event of a report from such a ship being incomplete or unobtainable, in addition to the existing obligation on the master, the company, as defined in SOLAS Regulation IX/1.2, shall, to the fullest extent possible, assume the obligations placed upon the master, and shall ensure adequate reporting.
CHAPTER III
CARRIAGE OF DANGEROUS GOODS IN SOLID FORM IN BULK
- Applicability of this Chapter.–– This Chapter applies to all the ships including ships less than 500 grosstonnage, carrying dangerous good in solid form in bulk.
- Requirements for the carriage.––(1) The carriage of dangerous goods in solid form in bulk is prohibited except in accordance with this Chapter
- The carriage of dangerous goods in solid form in bulk shall be in compliance with the relevant provisions of the IMDG Code and the IMSBC Code.
Explanation.–– For the purposes of this sub-rule, the expression “IMSBC Code” means the International Maritime Solid Bulk Cargoes Code, adopted by the International Maritime Organisation Resolution MSC.268(85), as amended.
- The ships carrying dangerous goods shall comply with special requirements as specified in SOLAS Regulation II-2/19 and upon ascertaining compliance, the competent authority or the recognised organisation shall issue document of compliance as per Annexure –
- To supplement the provisions of this Chapter, the Administration may issue notice, circular, order or guidelines under section 301 of the Act on the following, namely:––
- emergency response relevant to incidents involving dangerous goods in solid form in bulk, which shall bedrawn up to the standard of emergency response procedures for the ships carrying dangerous goods (EmS guide) adopted by the International Maritime Organisation Resolution (MSC.1/Circ.1588) as amended;
- medical first aid relevant to incidents involving dangerous goodsin solid form in bulk, shall be provided in accordance with Medical First Aid Guide (MFAG) for use in accidents involving dangerous goods which is reproduced in the supplement of the IMDG Code published by International Maritime Organisation.
- –– (1) All ships carrying dangerous goods in solid form in bulk shall have documents as may be required under the Act orthe rules and regulations made thereunder and for documents relating to the carriage of dangerous goods in solid form in bulk, the bulk cargo shipping name of the
goods shall be used and trade names alone shall not be used.
(2) The ships carrying dangerous goods in solid form in bulk shall have––
- aspecial list or manifest; or
- adetailed stowage plan,
setting forth the dangerous goods on board and the location thereof and a certified copy of such documents shall be made available before departure to the jurisdictional Port State Authority.
- Stowage and segregation.–– (1) Dangerous goods in solid form in bulk shall be loaded and stowed safely and appropriately in accordancewith the nature of the goods and the incompatible goods shall be segregated from one another.
- Any cargo which is liable to spontaneous heating or combustion, shall not be carried unless adequate precautions have been taken tominimise the likelihood of the outbreak of fire and where loading is from a port in India, necessary permission for loading shall be taken from Port State Authority.
- Cargoeswhich gives off dangerous vapors, shall be stowed in a well-ventilated cargo space.
- ––Where any incident takes place involving the loss or likely loss overboard of dangerousgoods in solid form in bulk, the reporting of such incident shall be made in accordance with, and in the manner as specified under rule 8.
CHAPTER IV
CONSTRUCTION AND EQUIPMENT OF SHIPS CARRYING DANGEROUS LIQUID CHEMICALS IN BULK
- Application of this Chapter.–– This Chapter unless otherwise expressly providedin the Act or the rules and regulations made thereunder, applies to chemical tankers constructed on or after 1st July, 1986, including those less than 500 gross tonnage.
- Repairs, alterations, modifications, outfitting and conversion.–– (1) Any chemical tanker, irrespective of the date of construction, which undergoes repairs, alterations, modifications and outfittings related thereto, shall continue to comply withthe requirements applicable to the ship before such repairs, alterations, modifications or outfittings related thereto:
Provided that a chemical tanker constructed before 1st July, 1986, which undergoes repairs, alterations and modifications of a major character and outfitting related thereto, shall meet the requirements for a ship constructed on or after 1st July, 1986, in so far as the Administration deems reasonable and practicable.
(2) A ship, irrespective of the date of construction, which is converted to a chemical tanker shall be treated as a chemical tanker constructed on the date on which the conversion commenced.
- Requirements for chemical tanker.––(1) A chemicaltanker shall comply with requirements of the International Code for the Construction and Equipment of Ships Carrying Dangerous Chemicals in Bulk, and be certified accordingly.
- In addition to sub-rule (1), such chemical tanker shall also comply with applicablerequirements specified under applicable rules made under the Act related to survey, audit and certification, and be surveyed and certified
- A chemical tanker certified as per sub-rules (1) and (2) shall be subject to the Port State Control under the Merchant Shipping (Port State Control and Flag State Implementation) Rules, 2026.
CHAPTER V
CONSTRUCTION AND EQUIPMENT OF SHIPS CARRYING LIQUIFIED GASES IN BULK
- Applicationof this –– This Chapter, unless otherwise expressly provided under the Act or the rules and regulations made thereunder, applies to gas carriers constructed on or after 1st July, 1986, including those less than 500 gross tonnage.
- Repairs, alterations, modifications, outfitting and conversion.–– (1) Any gas carrier, irrespective of the date of construction, which undergoes repairs, alterations, modifications and outfittings related thereto, shall continue to comply withthe requirements applicable to the ship before such repairs, alterations, modifications or outfittings related thereto:
Provided that a gas carrier constructed before 1st July, 1986, which undergoes repairs, alterations and modifications of a major character and outfitting related thereto, shall meet the requirements for a ship constructed on or after 1st July, 1986, in so far as the Administration deems reasonable and practicable.
(2) A ship, irrespective of the date of construction, which is converted to a gas carrier shall be treated as a gas carrier constructed on the date on which the conversion commenced.
- Requirements for gas carriers.–– (1) A gas carrier shall comply with therequirements of the International Code for Construction and Equipment of Ships Carrying Liquefied Gases in Bulk, and be certified accordingly.
(2) In addition to sub-rule (1), such gas carrier shall also comply with applicable requirements specified under applicable rules made under the Act related to survey, audit and certification, and be surveyed and certified accordingly.
- Agas carrier certified as per sub-rules (1) and (2) shall be subject to the Port State Control under the Merchant Shipping (Port State Control and Flag State Implementation) Rules, 2026.
CHAPTER VI
SPECIAL REQUIREMENTS FOR CARRIAGE OF PACKAGED IRRADIATED NUCLEAR FUEL, PLUTONIUM AND HIGH-LEVEL RADIOACTIVE WASTE ON BOARD SHIPS
- Applicationof this –– This Chapter––
- applies toall the ships, irrespective of the date of construction, including those less than 500 gross tonnage, engaged in carriage of INF cargo;
- does not apply to warships, naval auxiliary or other ships owned or operated by the Centralor State Government, and used for the time being only on Government non-commercial service:
Provided that the Administration shall ensure that such ships carrying INF cargo act in the manner, consistent with this Chapter and the INF Code so far as reasonable and practicable.
- Requirements for ships carrying INF–– (1) A ship carrying INF cargo shall comply with requirements of the INF Code, and be certified accordingly.
- In addition to sub-rule (1), such ship shall also comply with allother applicable requirements specified under applicable rules made under the Act related to survey, audit and certification, and be surveyed and certified accordingly..
- A ship certified as per sub-rules (1) and (2), shall be subject to the Port State Control underthe Merchant Shipping (Port State Control and Flag State Implementation) Rules, 2026.
Explanation.–– For the purposes of this Chapter, the expression “INF Code” means International Code for the Safe Carriage of Packaged Irradiated Nuclear Fuel, Plutonium and high-level radioactive wastes on board ships, adopted by the International Maritime Organisation Resolution MSC.88(71), as amended from time to time
CHAPTER VII MISCELLANEOUS
- Implementationand –– (1) The surveyor appointed under section 8 or notified under section 9 of the Act, shall survey the ship to check fittings and requirements as required under these rules.
- Thesurveyor appointed under section 8 of the Act, upon receipt of complaint or otherwise, may board the ship to verify compliance with requirements under these
- Any violation or non-compliance with these rules, by the owner, company, master, shipper or any other relevant service provider, shall be liable to penalty under the Act.
- –– The feefor survey and certification to be conducted by surveyors appointed under section 8 of the Act shall be as specified in the Schedule

Process for approval of Dangerous Goods Packaging Test Centre
- Any IMDG Packaging Test Centre shall approach the Administration and jurisdictionalMercantile Marine Department, for an inspection and approval from the Administration.
- Upon verification of compliance with the scrutiny sheet specified herein, the Administration may issue a Conformance Certificate toan IMDG Packaging Test Centre in this regard.
