NOTIFICATION
New Delhi, the 22nd May, 2026
G.S.R. 396(E).— Draft of rules proposed to be made by the Central Government, in exercise of the powers
conferred by sub-section (1) of section 33 read with clauses (a) and (i) of sub-section (2) of section 33, sub-section (5) of section 4 and sub-section (4) of section 22 of the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission
(Gramin): VB–GRAMG (विकवित भारत – जी राम जी) Act, 2025 (36 of 2025), on or after the date of coming into force of the Act, are hereby published for the information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of a period of thirty days from the date on which copies of this notification as published in Official Gazette,are made available to the public;
Objections or suggestions, if any, may be addressed, within the stipulated period from the date of publication
of this notification, to Shri Deepak Kumar, Under Secretary, Department of Rural Development, 2nd Floor, Kartavya Bhawan–3, New Delhi – 110001, or may be sent through e-mail at suggestion-vbgramg@gov.in
The objections or suggestions, which may be received from any person with respect to the said draft rules
before the expiry of the aforesaid period shall be considered by the Central Government.
DRAFT RULES
1. Short title and commencement – (1) These rules may be called the Viksit Bharat – Guarantee for Rozgar and
Ajeevika Mission (Gramin): VB – G RAM G (विकवित भारत – जी राम जी) Objective Parameters for Normative
Allocation Rules, 2026.
(2) They shall come into force from the date of their publication in the Official Gazette.
2. Definitions – In these rules, unless the context otherwise requires, —
a. “Act” means the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin): VB – G RAM G
(जिकजसत भारत – िी राम िी) Act, 2025 (36 of 2025);
b. “National Level Steering Committee” means a steering committee constituted by the Central Government
under sub-section (1) of section 14 of the Act;
c. “Normative Allocation” means the allocation as specified under sub-section (5) of Section 4 and sub-section
(4) of Section 22 of the Act;
d. “Objective Parameters” means the parameters specified under sub-section (5) of Section 4 and sub-section (4)
of Section 22 of the Act;
e. “Scheme” means the Scheme notified by the State Government under sub-section (1) of section 3 of the Act;
f. “State” means a State specified in the First Schedule to the Constitution and includes a Union territory;
g. All other words and expressions used herein and not defined, but defined in the Act of 2025 shall have the
meanings respectively assigned to them in the Act of 2025.
3. Normative Allocation- The Central Government shall, for each financial year, determine the normative allocation of the funds, for every State, based on the objective parameters specified in these rules.
4. Objective Parameters– (1) for the purpose of determining normative allocation for each financial year, the Central Government shall adopt the objective parameters used for horizontal devolution among States as recommended by the Sixteenth Finance Commission and accepted by the Government of India;
(2) the parameters referred to in sub-rule (1) shall be applied for inter-State distribution of funds through such
methodology as may be determined by the Central Government.
(3) from the financial year immediately succeeding the first year of commencement of the Act, a portion of the normative allocation, as may be determined by the Central Government, may also be determined on the basis of the following performance criteria, namely:–
i. timely payment of wages;
ii. compliance with social audit requirements;
iii. the percentage of completion of works in a financial year;
iv. such other performance-related indicators as may be specified by the Central Government from time to
time.
5. Normative Allocation for Union Territories. – In respect of Union Territories for which horizontal devolution is
not applicable, the Central Government shall determine the normative allocation on the basis of the performance criteria specified in sub-rule (3) of rule 4 and such other criteria as may be considered appropriate by the Central Government.
