Delhi, the 26th May, 2026
F. No. DFS/HQ/Misc./2025/01(E-259159)/237.—In exercise of the
powers conferred by Section 63 of the Delhi Fire Service Act, 2007 (Delhi Act 2 of
2009), the Lieutenant Governor of the National Capital Territory of Delhi hereby
makes the following amendments in the Delhi Fire Service Rules, 2010, namely:
1. Short title and commencement-
(1) These Rules may be called the Delhi Fire Service (Amendment) Rules, 2025.
(2) They shall come into force on the date of their publication in the Official
Gazette except amendments of Rules 34, 35, 36, 37, 38, First Schedule and
Seventh Schedule.
(3)Amendments of Rules 34, 35, 36, 37, 38, First Schedule and Seventh Schedule
shall come into force after 90 days from the date of their publication in the
Official Gazette;
Provided that all applications pending on date of commencement shall be
processed under the provisions in force on the date of application.
2. In the Delhi Fire Service Rules, 2010 (hereinafter referred to as the Principal
Rules), in rule 2, –
(A) after clause (iv), the following shall be inserted, namely:
(iv-a) “Fire Safety Auditor” means a Third Party i.e., a person or an association of
persons or company as referred to in rules and the Seventh Schedule of these
Rules, duly empanelled with the Director of Delhi Fire Service.
(B) clause (v) is substituted, namely:
“Fire Safety Certificate” means the Fire Safety Certificate issued by the Fire
Service for compliance with the minimum standards for fire prevention and fire
safety of buildings or premises under the Principal Rules or by a Fire Safety
Auditor under these rules;
(C) clause (viii) is substituted, namely:
(viii) “National Building Code of India” means the Code made by Bureau of Indian
Standards; “Fire and Life Safety” published by Bureau of Indian Standards, New
Delhi, as amended from time to time.
(D) clause (xi) is substituted, namely:
(xi) “special area” means the special area as delineated in the Master Plan of
Delhi.
(E) in the clause(xiii), ‘National Building Code 2005’ shall be substituted with
‘National Building Code of India’.
3. In the Principal rules, rule 3, shall be substituted namely:
3. Constitution of Fire Zones
(1) There shall be five or more Fire Zones in National Capital Territory of Delhi as
per the contingencies of work namely, ‘Central Zone’, ‘East Zone’, ‘West Zone’,
‘North Zone’ and ‘South Zone’ or any other Zone, as may be created by the
Government by general or special order depending upon the exigencies of work.
(2) Each Fire Zone shall be under the charge of the Chief Fire Officer who may be
assisted by one or more Deputy Chief Fire Officers.
(3) The Central Fire Zone shall comprise of New Delhi, Central and Old Delhi
Divisions or any other Division as may be created depending upon exigencies of
work.
(4) The East Fire Zone shall comprise of North-East and East Divisions or any
other Division as may be created depending upon exigencies of work.
(5) The West Fire Zone shall comprise of West, South-West and North West
Divisions or any other Division as may be created depending upon exigencies of
work.
(6) The North Fire Zone shall comprise of North, Outer North and Central North
Divisions or any other Division as may be created depending upon the exigencies
of work.
(7) The South Fire Zone shall comprise of South and South East Division or any
other Division as may be created depending upon the exigencies of work.
4.In the Principal rules, rule 4, shall be substituted namely:

(1) There shall be thirteen or more Fire Divisions in National Capital Territory of
Delhi as per the contingencies of work for the purpose of clause (b) of section 9 of
the Act, namely, ‘New Delhi Division’, ‘North Division’, ‘North-West Division’,
‘West Division’, ‘South-West Division’, ‘South Division’, ‘South-East Division’,
‘Central Division’, ‘North-East Division’, ‘Outer North Division’, ‘Old Delhi
Division’, ‘Central North Division’ and ‘East Division’ or any other Division, as
may be created by the Government by general or special order depending upon
the exigencies of work.
(2) Each Fire Division shall be under the charge of a Divisional Fire Officer.
(3) The New Delhi Division shall comprise of New Delhi and Delhi Cantonment
Sub-Divisions.
(4) The North Division shall comprise of Burari, Adarsh Nagar and Badli SubDivisions.
(5) The North-West Division shall comprise of Kirari, Nangloi Jat and Rohini SubDivisions.
(6) The West Division shall comprise of Vikaspuri, Janakpuri and Rajouri Garden
Sub-Divisions.
(7)The South-West Division shall comprise of Najafgarh, Matiala, Dwarka and
Bijwasan Sub-Divisions.
(8)The South Division shall comprise of Chhatarpur, Malviya Nagar, Deoli and
Mehrauli Sub-Divisions.
(9)The South-East Division shall comprise of Jangpura, Kalkaji and Badarpur
Sub-Divisions.
(10)The Central Division shall comprise of Patel Nagar and Karol Bagh SubDivisions.
(11)The North-East Division shall comprise of Karawal Nagar, Gokulpur, Yamuna
Vihar and Shahdara Nagar Sub-Divisions.
(12)The Outer North Division shall comprise of Mundka, Narela and Bawana SubDivisions.
(13)The East Division shall comprise of Gandhi Nagar, Vishwas Nagar and
Patparganj Sub-Divisions.
(14) The Central North Division shall comprise of Shakur Basti, Shalimar Bagh
and Model Town Sub-Divisions.
(15) The Old Delhi Division shall comprise of Sadar Bazaar and Chandani Chowk
Sub-Divisions.
5. In the Principal rules, rule 5, sub-rule (1) shall be substituted namely:
(1) There shall be Thirty-Nine or more fire sub divisions namely; New Delhi,
Delhi Cantonment, Patel Nagar, Karol Bagh, Sadar Bazaar, Chandni Chowk,
Karawal Nagar, Gokulpur, Yamuna Vihar, Shahdara, Gandhi Nagar, Vishwas
Nagar, Patparganj, Burari, Adarsh Nagar, Badli, Mundka, Narela, Bawana,
Shakur Basti, Shalimar Bagh, Model Town, Chhatarpur, Malviya Nagar,
Deoli, Mehrauli, Jangpura, Kalkaji, Badarpur, Vikaspuri, Janakpuri, Rajouri
Garden, Najafgarh, Matiala, Dwarka, Bijwasan, Kirari, Nangloi Jat and
Rohini Sub-Divisions in the National Capital Territory of Delhi as per the
exigencies of work for the purposes of clause (b) of section 9 of the Act.
6. In the Principal Rule 8, ‘Master Plan Delhi 2021’ shall be substituted with
‘Master Plan of Delhi, as amended from time to time’.
7. In the Principal rules 20, ‘DDO Headquarters, Delhi Fire Service payable at
Delhi’ shall be substituted with ‘DDO Headquarters, Delhi Fire Service payable at
Delhi or through online payment gateway’.
8. In the Principal rule 22, ‘Principal, FSMA or DDO concerned’ shall be
substituted with ‘Principal, FSMA or DDO concerned or through an online
payment gateway’.
9. In the Principal rule 25, ‘Principal or DDO concerned through a bank draft’
shall be substituted with ‘Principal or DDO concerned through a bank draft or
through an online payment gateway’.
10. In the Principal rules, rule 26, shall be substituted namely:
26.(1) “The rules of chapter V shall regulate the owner or occupiers, or both, of
premises or buildings or erectors of pandals, for the provisions of section 25 of
the Act, unless and otherwise specified in the Rule”;
(2) In addition to other branches in Fire Service, there shall be constituted a
branch namely ‘Fire Prevention Wing’ under Section 25 of the Act within the
Fire Service Headquarters;
(3) The Headquarter shall be under the charge of a Chief Fire Officer assisted by
such other Group ‘A’, ‘B’ and ‘C’ fire officers and other members of fire service, as
determined by Director;
Provided that the Director may, based on the workload, increase or decrease the
number and rank of fire officers in any category at Headquarters.
(4) The Fire Service Headquarters, in consideration of the efficient
management of fire prevention activities, fire-ground operations, and
maintenance of the fire service, shall control and regulate the following:
(a) Policy formulation and strategic planning;
(b) Resource management;
(c) Functions of Administrative branch;
(d) Execution of statutory provisions of the DFS Act & Rules;
(e) Litigation supervision and technical avowals;
(f) Coordination with Zones, FSMA, and monitoring of all other branches of
the fire service;
The Headquarters shall set the overall direction and strategy of the fire service by
providing core administrative support for all the branches to ensure that policies
are effectively executed across the fire service.
(5)‘Fire Prevention Wing’: The Fire Prevention Wing shall be under the charge of a
fire officer not below the rank of a Deputy Chief Fire Officer, and assisted by other
Group ‘A’, ‘B’ and ‘C’ fire officers and other members of fire service;
The ‘Fire Prevention Wing’ shall examine the building plans along with Fire Safety
Schemes duly certified by a Fire Safety Auditors of Level-2 and Level-3 as per
their authorization under the rules, referred to Fire Service by local authority or
any other statutory authority, from fire prevention and fire safety point of view
and issue directives relating to fire prevention and fire safety measures for
compliance by the builder, owner or occupier.
11. In the Principal rules, Rule 27 shall be substituted namely:
27. Classes of occupancies likely to cause a risk of fire.
The following classes of occupancies for the purposes of sub-section (1) of section
25 of the Act shall be construed to likely cause a risk of fire, namely:
(1) Pandal having seating capacity more than 50 persons or covered area more
than 50 square meters.
(2) Residential buildings (other than hotels and guest houses) having height more
than 15 meters or comprised of Five or more stories, including mezzanine/stilt
floor above ground level.
(3) Hotels and guest houses building having height more than 12 meters or
comprised of four or more stories, including mezzanine/stilt floor above
ground level.
(4) Educational buildings having height more than 9 meters or comprised of
three or more stories, including mezzanine/stilt floor above ground level.
(5) Institutional buildings having height more than 9 meters or comprised of
three or more stories, including mezzanine/stilt floor above ground level.
(6) All Assembly buildings.
(7) Business buildings having height more than 15 meters or comprised of five or
more stories, including mezzanine/stilt floor above ground level.
(8) Mercantile buildings having height more than 9 meters or comprised of three
or more stories, including mezzanine/stilt floor above ground level.
(9) Industrial buildings having covered area on all stories more than 250 square
meters.
(10) Storage buildings having covered area on all stories more than 250 square
meters.
(11) All Hazardous buildings having covered area on all stories more than 100
square meters.
(12) Underground Structures comprising of two or more Levels.
12. In the Principal Rule 29, ‘IS 8758:1983’ and ‘National Building Code of India,
2005’ shall be substituted with ‘IS 8758’ and ‘National Building Code of India’
respectively.
13. In the Principal rules, in rule 32, the following shall be substituted:
(A). In sub-rule (1): Form ‘M’ with Form ‘N’
(B).In sub-rule (2): ‘DDO (Headquarters), Delhi Fire Service payable at Delhi’ with
‘DDO (Headquarters), Delhi Fire Service payable at Delhi or through an online
payment gateway’.
14. In the Principal rules 33, ‘National Building Code of India 2005’ shall be
substituted with ‘National Building Code of India’.
15. In the Principal rules, in rule 34:
(A). the sub-rule (2) shall be omitted.
(B). the sub-rule (3) shall be substituted and renumbered as sub-rule (2) namely:
(2) The Fire Prevention Wing shall direct the Fire Safety Auditor, Owner, occupier,
or the Architect through Local Authority or any statutory authority to modify the
building plans and schemes received under sub-rule (1) above to ensure the
compliance with these rules and the Fire Safety Auditor, Owner, occupier, or the
Architect shall abide by such instructions failing which building plans are liable
for rejection.
(C). the sub-rule (4) shall be substituted and renumbered as sub-rule (3) namely:
(3) The fire prevention and fire safety measures shall be issued within three
weeks from the date of submission under sub-rule (1) or submission of modified
building plans and schemes under sub-rule (2).
16. In the Principal rules, rule 35 shall be substituted namely:
35. Issue of Fire Safety Certificate
(1) For the purpose of issuance of the Fire Safety Certificate by a Fire Safety
Auditor, owner or occupier of a premise or building or occupancy shall engage a
Fire Safety Auditor from the list of Fire Safety Auditors on the portal of Delhi Fire
Service. The Fire Safety Certificate issued by a Fire Safety Auditor shall be
deemed to be issued under the delegated authority of the Director and shall be
subject to verification under the Act.
(2) The Fire Safety Auditor shall possess the requisite qualifications, experience,
and other criteria as specified in Seventh Schedule.
(3) The engaged Fire Safety Auditor shall conduct a thorough inspection of the
premise or building or occupancy, including all fire prevention and fire safety
measures, and shall submit a detailed inspection report in Form ‘J’ and issue a
Fire Safety Certificate in Form ‘H’ and declaration in Form ‘I’ under this rule to
the owner or occupier of those buildings or occupancies, which are identified
under Rule 27, and/or which require clearance from Delhi Fire Service;
Provided that issuance of Fire Safety Certificate by a Fire Safety Auditor shall not
absolve the owner or occupier of primary responsibility for maintaining fire
prevention and fire safety measures under the Act;
Provided further that the Delhi Fire Service shall not be liable for any loss or
damage arising out of certification issued by a Fire Safety Auditor, except where
malafide or gross negligence is attributable to Fire Service officers.
(4) The Fire Safety Auditor or the owner or the occupier as identified in sub-rule
(3) shall make online submission of the following to the Director:
a) Fire Safety Certificate in Form ‘H’
b) Declaration in Form ‘I’
c) Inspection report in Form ‘J’
d) Fee of Rupees One Thousand through bank draft/pay order to the DDO
(Headquarters), Delhi Fire Service payable at Delhi or through an online
payment gateway.
(5) The Director shall maintain all the records submitted under sub-rule
(4). The fire officer or a team of fire officers under the provisions of Delhi Fire
Service Act and rules, shall randomly inspect Fire Safety Certificates issued by
Fire Safety Auditors.
Provided that not less than five percent of certificates issued by Fire Safety
Auditors in a quarter shall be subject to random inspection.
(6) On the reporting of any deficiency in the fire prevention and fire safety
measures after the inspection carried out by the fire officer(s) under the Act and
Rules or for any falsification in the report of the Fire Safety Auditor, the Director
may initiate proceedings against the owner or occupier and/or the Fire Safety
Auditor, after giving them an opportunity to present their case, under the
provisions of the Act and Rules.
(7) No Fire Safety Auditor shall audit any building for which he or his firm has
provided design, consultancy, installation or maintenance services.
(8) The Fire Safety Auditor engaged by owner or occupier under these Rules, shall
be deemed to be a public servant as specified in sub-section (28) (k) (i) of Section
2 of the Bharatiya Nyaya Sanhita 2023 for the purpose of these Rules.
17. In the Principal rules, Rule 36 shall be substituted namely
36. Duration of Fire Safety Certificate:-
(1) The Fire Safety Certificate issued under Rule 35 unless suspended or
cancelled by Delhi Fire Service under the provisions of Delhi Fire Service Act and
Rules shall remain valid, subject to the submission of Form ‘K’ every year.
(2) The Fire Safety Auditor or the Fire Safety Officer or the owner or the occupier
shall submit online declaration in Form ‘K’ of the first schedule, prior to the
completion of one year from the issuance date of Fire Safety Certificate or Form
‘K’ submitted on last occasion.
(3) The premise or buildings or occupancies already issued with Fire Safety
Certificates prior to the promulgation of these Rules and which are still having
validity under the Principal Rules shall be deemed to have been issued Fire Safety
Certificate under these Rules and their validity shall be governed by sub-rule (1).
18. In the Principal rules, Rule 37 shall be substituted namely:
37. Automated Continuous Monitoring System
In classes of occupancies as identified in sub-rule (2) to (12) of Rule 27 for the
purpose of sub-rule (1) of Rule 38, an Automated Continuous Monitoring System
for fire prevention and fire safety measures or part thereof, shall be provided by
the owner or occupier of the premise or building as specified in Seventh
Schedule;
Provided that the ACMS shall comply with such technical standards and cyber
security protocols as may be notified by the Director.
19. In the Principal Rule 38, the sub-rule (2) shall be substituted namely:
(2) Every year, the following online submission shall be made to the Director by
owner or occupier or by Fire Safety Auditor or by Fire Safety Officer appointed
under section 29 of the Act, as the case may be:
a) Declaration in Form ‘K’
b) Fee of Rupees One Thousand through bank draft/pay order to the DDO
(Headquarters), Delhi Fire Service payable at Delhi or through an online payment
gateway.
20. In the Principal rule 40, ‘any other officer’ shall be substituted by ‘any other
fire officer’.
21. In the Principal rules 42, ‘DDO (Headquarters), Delhi Fire Service payable
at Delhi’ shall be substituted with ‘DDO (Headquarters), Delhi Fire Service
payable at Delhi or through an online payment gateway’.
22. In the Principal rules, Rule 43 shall be substituted namely:
43.Compounding of offences.
(1) The Deputy Chief Fire Officer may compound offences under sub-section (1) of
section 54 of the Act, punishable with fine up to and including ₹ 10,000 (rupees
ten thousand only).
(2) The compounding limit for the Chief Fire Officer for purposes under sub-rule
(1) shall be ₹50,000 (rupees fifty thousand only).
(3) The Director may compound any offence under section 54 of the Act and
under these rules punishable with fine exceeding ₹50,000 (rupees fifty thousand
only).
(4) All such compounding fee shall be deposited with DDO (Headquarters), Delhi
Fire Service through bank draft/pay order payable at Delhi or through an online
payment gateway.
23.In the Principal rules, in rule 47, the sub-rule (1) shall be substituted namely:
(1) The Director, Chief Fire Officer and Deputy Chief Fire Officer of Fire Service
may sanction rewards by way of certificate or cash rewards or with both to public
or members of Fire Service up to the limits noted against each hereunder:

24. The Director Fire Service, may notify a date after which any payment shall
be received exclusively through the online payment gateway of the Directorate of
Fire Service.
25. In the Principal Rules, the Form ‘B’ in the First Schedule shall be substituted
namely:

Conditions for the validity of fire safety certificate:
1. All the means of escape/entry/exit shall be kept free from any obstruction.
2. All the fire safety arrangements provided therein shall be maintained in good
working condition at all time.
3. Any loss of life or property due to non-functional fire safety measures shall be
at the responsibility of the owner/occupier.
4. All the staff members must know the correct method of operation of
firefighting system.
5. The owner/occupier or Fire Safety Officer or Fire Safety Audit or shall submit
yearly declaration in Form ‘K’ [sub-rule (2) of Rule 38] provided in the first
schedule of Delhi Fire Service Rules 2010.
6. This fire safety certificate may not in any way be treated as regularization of
unauthorized construction or Alteration, if any.
7. “The owner/occupier shall ensure for timely submission of Form ‘K’ for
continuation of this certificate as stipulated in Rule 36 through another Fire
Safety Auditor.”

be the area bounded by:
(i) From Gazipur Gol Chakkar till U.P. border.
(ii) Along the boundary of U.P. border via Pragati Marg (both sides) to Saheed
Captain Sameer Bhan Marg.
(iii) From Saheed Captain Sameer Bhan Marg to Gazipur Gol Chakkar via
Gazipur Road (along the drain).
(3) Kalyan Vas Fire Station: The limits and extent of Kalyan Vas Fire Station shall
be the area bounded by:
(i) From Natraj Chowk (on NE3) to Chand Cinema Road via Patparganj Road.
(ii) From Chand Cinema Road to Khichripur Road
(iii) Khichripur Road to Gurjar Samrat Mihir Bhoj Marg towards Sanjay Lake
Park.
(iv) Gurjar Samrat Mihir Bhoj Marg to Chand Cinema Road.
(4) Mandawali (MIP) Fire Station: The limits and extent of Mandawali Fire Station
shall be the area bounded by:
(i) From Yamuna River Bridge on NH24/ Delhi-Meerut Expressway to UP
Border (Noida).
(ii) Along the boundary of UP border to the Railway line of Anand Vihar Railway
station.
(iii) Along the Railway Line of Anand Vihar Railway station up to Yamuna River.
(5) Laxmi Nagar Fire Station: The limits and extent of Laxmi Nagar Fire Station
shall be the area bounded by:
(i) Master Plan Road to New Patparganj Road Crossing to Swami Dayanand
Marg (Karkari Mor Chowk).
(ii) From Swami Dayanand Marg (towards Mandawali) to the Railway line Anand
Vihar.
(iii) Along the boundary of the Railway line up to Yamuna River.
(iv) Vikas Marg Both Side Up to New Patparganj Road Crossing.
(v) From Yamuna River to Master Plan Road.
(6) CBD Shahdara Fire Station: The limits and extent of CBD Shahdara Fire
Station shall be the area bounded by:
(i) From Krishna Nagar Metro Station (on the junction of Swami Dayanand
Marg & Gurudwara Road) to Maharishi Valmiki Marg to Gurudwara Road to
Maharaja Surajmal Marg up to Delhi Shahdara Outer Cabin Railway line.
(ii) Along the Railway line up to Ch. Charan Singh Marg (Crossing Ghazipur
Drain).
(iii) From Ch. Charan Singh Marg to the crossing of Anand Vihar Railway Station
Line.
(iv) Along the boundary of Anand Vihar Railway Station railway line to Swami
Dayanand Marg.
(v) From Swami Dayanand Marg to Gurdwara Road.
(7) Geeta Colony Fire Station: The limits and extent of Geeta Colony Fire Station
shall be the area bounded by:
(i) Railway Line Pusta Road to Kailash Nagar Railway Line Crossing.
(ii) Railway Line Crossing to Swami Dayanand Marg Upto Master Plan Road.
(iii) Master Plan Road to Pusta Road.
(8) Shahdara Fire Station: The limits and extent of Shahdara Fire Station shall be
the area bounded by:
(i) Main Road Jafrabad Up to BabarPur Road.
(ii) GT Road to Swami Dayanand Marg to Gurudwara Road.
(iii) From the junction of Swami Dayanand Marg & Gurudwara Road to
Maharishi Valmiki Marg to Gurudwara Road to Maharaja Surajmal Marg to

(70) Fire Safety Management Academy Fire Station: The Fire Safety Management
Academy Fire Station shall have no operational jurisdiction/boundary and only
specialized fire fighting equipment and appliances deployed shall be available for
use in any area on demand.

2. Stand-by Charges to be paid in advance. – The payment under sub-clause (1)

Service on stand-by duty exceeds 24 hours in continuation the requesting party
shall make necessary arrangements for the accommodation of the members of
Fire Service free of any charge.
4. Stand-by Duty to be under the charge of a Fire Officer. – The Stand-by duty
shall be under the charge of an officer not below the rank of a sub-officer or
leading fireman or leading fireman/operator.
5. Enhancement of Deployment Fee. -The deployment fee shall stand enhanced at
the rate of 5% of the fee under sub-clause (1) on first April every year with effect
from first April, 2026.

(i) The Fire Safety Auditor for the purpose of these Rules, having requisite
qualification and experience as prescribed in Table-1, shall apply online to get
themselves registered and empanelled on the portal of Delhi Fire Service by
applying on Form ‘U’ of the First Schedule.
(ii) The registration and empanelment of Fire Safety Auditors shall be valid for a
period of three years from the date of their registration with Delhi Fire Service
unless the Fire Safety Auditor is blacklisted and removed and deregistered from
the panel by the Director. The Fire Safety Auditors shall ensure to get their
empanelment renewed prior to expiry of their registration validity.
(iii) The registration or renewal of registration fee for Fire Safety Auditor shall be
as under:

The indemnity insurance bond shall be submitted by the Fire Safety Auditor to
the Director Fire Services at the time of seeking empanelment as part of Form ‘U’
submission.
(v) If any non-compliance or deviation from the required fire prevention and fire
safety measures by the Fire Safety Auditor in Form ‘H’ or ‘I’ or ‘J’ or ‘K’ is
reported by the Fire Officer(s),or any falsification by Fire Safety Auditor in any of
Forms as mentioned above or in Form ‘U’ is noted, an explanation of Fire Safety
Auditor will be called through a notice by the Director.
(vi) If, the explanation of the Fire Safety Auditor in reply of Notice as mentioned in
(v), is found unsatisfactory, he will be issued with another notice by the Director
for deposition of penalty amount in conformity with Table 2(c) within 15 days
from the date of this notice. If, Fire Safety Auditor fails to deposit the penalty
amount within the specified time, he will be removed and deregistered from the
panel.

(vii) On second default for the reasons mentioned in (v), an explanation of Fire
Safety Auditor will be called through a notice by the Director and if, the reply of
Fire Safety Auditor is found unsatisfactory, the Fire Safety Auditor is liable to be
blacklisted and deregistered from the panel without issuance of any further
notice by the Director.
Training
(i) The Training of Fire Safety Auditors shall be conducted at Fire Safety
Management Academy, Rohini on the terms and conditions as decided by
Principal of the Academy. The Training charges as stipulated in Sixth Schedule of
DFS Rules shall be borne by the Fire Safety Auditor.
(ii) The Fire Safety Auditor has to successfully complete this training, and the
duration of training for different levels of Fire Safety Auditors is as under:

Charges, Remuneration and Ethical Conduct
(i) The Fire Safety Auditor is permitted to charge the owner or occupier of a
premise or building or occupancy for the services provided by it under Rules 35,
36, 37 and 38,as mutually agreed between the Fire Safety Auditor and the owner
or occupier. The charges shall be strictly within the permissible range as
mentioned in Table-4. The agreed charges shall be submitted by the owner or
occupier on the portal of the Delhi Fire Services and the same shall be released
within 24 hours to the engaged Fire Safety Auditor through an automated
process.

Note:
1. The above charges shall apply per certification, including issuance of Form ‘H’ or each
annual declaration under Form ‘K’, as applicable.
2. The charges shall be determined by the Fire Safety Auditor based on the height of building,
covered area, occupancy classification, and complexity of fire prevention and fire safety
systems, strictly within the minimum and the maximum limits prescribed herein.
3. The Director may, by order, issue detailed guidelines for objective determination of charges
within the prescribed range.
(ii) On each submission of the documents by the Fire Safety Auditor or the owner
or the occupier as specified under Rule 35(4) or Rule 38(2), the Fire Safety
Auditor shall be remunerated ₹ 500 by the Director, Delhi Fire Service.
(iii) (a) The Fire Safety Auditor are barred from undertaking next two consecutive
certifications (e. g. Form ‘H’ followed by next two Form ‘K’ or Form ‘K’ followed by
next two Form ‘K’) for the same premise or building or occupancy or entity.
(b) The Director may prescribe maximum number of certifications per Fire Safety Auditor per year
to guard against recklessness in issue of certifications.
(iv) The Fire Safety Auditor shall generate a ‘Unique Identification Number’ on all
certification forms bearing his credentials in sequence as mentioned below:

(v) The Fire Safety Auditor has to ensure that for a premise or building or
occupancy or entity on every single occasion of certification, the UID number on
all Forms endorsed by him shall be same.[See rule 35 and 38]
AUTOMATED CONTINUOUS MONITORING SYSTEM
[see rule 37]
1.Automated Continuous Monitoring System (ACMS) based on Internet of Things
(IoT) for the firefighting system in a building or part thereof as specified under
Rule 37 shall be provided for both Active and Passive Measures, ensuring that the
fire prevention and life safety measures are in good repair and efficient working
condition.
2.The provision of the ACMS shall be done in two phases. The installation of
ACMS shall be such that it will give necessary indication to both the owner or
occupier as well as the Fire Safety Auditor, as engaged under Rule 35 in the first
phase. In the second phase, the critical alarms shall also be sent to the Delhi Fire

4. The initiation of the Phase I shall be done with immediate effect of the rules
coming in force whereas phase II shall be done at later stage.
3. The ACMS shall be provided as under:
(a)System Status: The system shall be integrated with requisite mechanism
enabling to know the status of each system which shall be generated and
collected on any suitable IoT Gateway. The data collected shall be uploaded on
any suitable Cloud server which will transmit requisite real time information of
the system health to owner / occupier and the system installer via an email,
short message service (sms) or on mobile through any suitable app service.

(i)Main Hydrant Pump run status.
(ii)Standby Diesel/Electrical Pump run status.
(iii)Diesel tank level Monitoring.
(iv)Power to Main Hydrant Pump (On / Off).

(vii)Power to Jockey Pump (On/ Off).

(ix)Power to Main Booster Pump (On/ Off).
(c) Fire Water Tank:
(i)Underground/Above ground Fire Tank Level Monitoring.

(d) Sprinkler:

(ii)Power to main sprinkler pump.
(iii)Sprinkler riser low pressure monitoring.

4. Procedural Requirements: The main objective of the IOT base system is to
ensure that fire prevention and life safety systems provided in buildings are
maintained in good repair and efficient working condition for:
(a) Digital Monitoring the Operations of the Fire Fighting Installation and
Equipment;
(b) Digital Maintenance and Record Keeping of Fire Fighting Installation and
Equipment. These can be achieved by adopting following procedure guidelines,
(i) Providing minimum Digital Inputs and Analog Inputs depending upon the
system requirement.
(ii) Machine to Machine communication by following MQTTS Protocol which
will send the Data. MQTTS Protocol to send the Data to cloud portal on real
time basis.
(iii) Connectivity to Cloud Using 4G/5G and above or Ethernet or Wi-Fi or any
other reliable wired or wireless medium which will receive data from IoT
gateway at every 1 min interval.
(iv) Cloud will also send an alarm via SMS if no data is received from the IoT
gateway for more than 15 mins. Cloud portal should generate alarm in case
data is not received for more than specified time so we can ensure
reliability on IoT system.
(v) Gateway should have UPS power and shall have a backup of up to 7 hrs in
case of power failure.
(vi) Gateway shall have an in-built capacity to store a minimum 10000 event
logs.
(vi) It should have real time clock to save data along with time stamp.
(vii) Reports like data report and alarm report should be available from cloud
portal.
(ix) SMS and email alerts option should be available real time basis.
(x) Events should be stored in the Open-Source Database. Uptime should be at
least 99%.
(xi) There should be provision to make API (Application Programming Interface)
in future to send this data to local fire and emergency services. For local
fire and emergency services, alerts should be sent only for critical alarms
e.g. Power Failure to Pumps, Sprinkler and Hydrant Line Pressure Low,
Fault & Fire Conditions of the Fire Alarm System, etc.
