NOTIFICATION
New Delhi, the 1stJune, 2026
G.S.R. 427(E).—In exercise of the powers conferred by sub-sections (1) and (3) of section 121 of the
Mental Healthcare Act, 2017 (10 of 2017), the Central Government hereby makes the following rules, to amend the
Mental Healthcare (Central Mental Health Authority and Mental Health Review Boards) Rules, 2018 namely:-
1. Short title and commencement.- (1) These rules may be called the Mental Healthcare (Central Mental
Health Authority and Mental Health Review Boards) Amendment Rules, 2026.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Mental Healthcare (Central Mental Health Authority and Mental Health Review Boards)
Rules, 2018 (hereinafter referred to as the said Rules), in Chapter III, —
i. in the heading, for the words “Provisional Registration” the word “Registration” shall be substituted;
ii. after rule 12, the following rule shall be inserted, namely:-
“12A, Procedure for Permanent Registration of mental health establishments by Central Authority. –
1. A mental health establishment shall submit an application for permanent registration in Form-C as
specified in the regulations made in exercise of the power under sub-section (12) of section 66 of the Act
along with the specified fees.
2. The Central Authority shall on being satisfied that the mental health establishment fulfills the standards
and all requirements specified under sections 65 and 66 of the Act, grant permanent registration certificate
in Form – CA to such mental health establishment.
3. Where a Permanent Registration Certificate has been issued to any mental health establishment prior to
publication of this notification, such certificate shall remain valid and be considered as permanent
registration certificate for the purpose of this rule.”
3. In the said rules, after Form-C, the following Form shall be inserted, namely:-

Certificate of Permanent Registration
The Central Authority, after considering the application dated ……………………submitted by
________________________________ under section 65 (2) read with section 66 (12) of the Mental Healthcare Act,
2017 (10 of 2017) and on being satisfied that such mental health establishment fulfils the standards specified by the
authority, hereby accords permanent registration to the applicant mental health establishment in terms of section 66
(17) of the Mental Healthcare Act, 2017, as per details given hereunder:

This permanent registration certificate is issued subject to the conditions laid down in the Mental Healthcare
Act, 2017 and the rules and regulations made there under and standards prescribed therein.
