NOTIFICATION
New Delhi, the 8th May, 2026

S.O. 2323(E).—In exercise of the powers conferred by section 100 of the Industrial Relations
Code, 2020 (35 of 2020), the Central Government hereby delegates its powers to officers of the
rank of Joint Secretary and above looking after Industrial Relations in the Ministry of Labour and
Employment the power vested in it under Sections 78, 79 and 80 of the Code to examine and
consider applications relating to lay-off, retrenchment and closure in establishments, where the
Central Government is the appropriate Government.
