- SHORT TITLE AND COMMENCEMENT
These Rules may be called “Recruitment Rules for Scientific Cadre in BRIC 2026”.
They shall come into force from the date of notification with the approval of the Government of India.
- OBJECTIVES
-
- To meet manpower requirements of the BRIC by recruiting competent, highly skilled and qualified scientific staff who possess the necessary technical expertise, research capabilities, academic qualifications, and innovative aptitude, aligning with the institutions’ scientific objectives and mission.
- To attract, select and retain the best scientific talent available keeping in view the changing needs of the BRIC considering the dynamic and evolving research and technological needs of BRIC, fostering innovation, excellence, and global competitiveness in the scientific community.
- To establish a transparent, objective, and reliable system for selecting candidates for scientific roles, ensuring that selection process is based on merit, research experience, technical knowledge, and academic achievements.
- To create growth opportunities for employees in scientific positions, fostering continuous learning, research advancements, and knowledge sharing, all while ensuring their contribution is aligned with BRIC long-term scientific and technological goals.
- To implement a fair, objective, and transparent system for the promotion of scientific employees, ensuring that career advancement is based on research achievements, innovation, and contributions to the scientific community and BRIC overarching mission.
- To ensure compliance with all relevant government policies, guidelines, and directives related to the recruitment, promotion, and professional development of scientific employees, maintaining legal, ethical, and regulatory standards in scientific research recruitment practices.
- DEFINITIONS & ABBREVIATIONS
In these Rules, unless the context otherwise requires, the following terms shall mean as under:
- Age: Age means the age as mentioned in the birth certificate or Matriculation/Class-X Certificate or any other certificate equivalent to Matriculation/Class-X Certificate of the candidate as specified in these rules.
- Annexures: Shall mean the annexures attached to the Schedules of these rules.
- Approving Authority: shall be as specified at Clause 12 of these Rules.
- Appointing Authority: shall be as specified at Clause 12 of these rules and shall be that authority who is holding charge on regular basis under these rules.
- BRIC: shall mean the ‘Biotechnology Research and Innovation Council’ an apex autonomous body under DBT subsuming the existing 13 autonomous bodies of DBT and registered under Societies Registration Act, 1860 on 10.11.2023.
- Bye Laws: Shall mean the Bye Laws of BRIC framed and amended from time to time having the financial concurrence of the Integrated Finance Division (IFD) of Department of Biotechnology (DBT) and approval of the Minister-in charge of the Department of Biotechnology (DBT), Ministry of Science and Technology.
Cadre: shall essentially mean as total sanctioned strength of a service.
- Candidate: means the person who is being considered for any of the positions specified in the Schedules of these rules.
- Competent Authority: In relation to exercise of powers under these rules shall be the Minister- in charge of Department of Biotechnology, Ministry of Science and Technology or any such authority to which such power is so delegated.
- DBT: shall mean the Department of Biotechnology under Ministry of Science and Technology, Government of India.
- Deputy Director General: Deputy Director General (DDG) shall mean the Deputy Director General of the BRIC.
- Director/Executive Director: shall mean the Director/Executive Director of any of the iBRIC.
- Director General: Director General (DG) shall mean the Director General of the BRIC.
- DoPT: shall mean the Department of Personnel and Training, Government of India.
- EFC: shall mean the Expenditure Finance Committee of the Government of India.
- Governing Body: shall have the same meaning as defined in Memorandum of Association and the Bye Laws of the BRIC.
- iBRIC: shall mean any of the 13 Institutions of Biotechnology Research and Innovation Council i.e. Centre for DNA Fingerprinting and Diagnostics (CDFD), Hyderabad, Institute of Bioresources and Sustainable Development (IBSD), Imphal, Institute of Life Sciences (ILS), Bhubaneswar, Institute for Stem Cell Science and Regenerative Medicine (inStem), Bangalore, National Agri-Food and Biomanufacturing Institute (NABI), Mohali, National Brain Research Centre (NBRC), Manesar, National Centre for Cell Science (NCCS), Pune, National Institute of Immunology (NII), New Delhi, National Institute of Animal Biotechnology (NIAB), Hyderabad, National Institute of Biomedical Genomics (NIBMG), Kalyani, National Institute of Plant Genome Research (NIPGR), New Delhi, Rajiv Gandhi Centre for Biotechnology (RGCB), Kerala and Translational Health Science and Technology Institute (THSTI), Faridabad.
- Institute: shall mean any of the institute of iBRIC.
- LEVEL in the PAY MATRIX: means the ‘LEVEL’ and ‘PAY MATRIX’ as defined in the Central Civil Services (Revised Pay) Rules 2016.
- Memorandum of Association: means Memorandum of Association and Rules & Regulations describing the terms & conditions of the BRIC Society vis-a-vis Government of India.
- Recruitment Rules (RRs): shall mean the Rules framed for the purpose of Recruitment to the posts as specified in the Schedule of these Rules and approved by the Minister in charge of the Department of Biotechnology, Ministry of Science & Technology.
- RFCS: Shall mean the Revised Flexible Complementing Scheme as per DoP&T guidelines issued from time to time.
- Schedule: shall mean the Schedules attached to these rules.
- Search cum Selection Committee (ScSC): shall have the same meaning as defined in the DoPT guidelines issued from time to time.
- The expressions “Scheduled Castes” (SC), “Scheduled Tribes” (ST), “Other Backward Classes” (OBC), Economically Weaker Section” (EWS), “Ex-Serviceman”(ESM) and the “Persons with Benchmark Disabilities” (PwBD):shall have the meaning respectively assigned to them in the Constitution of India/Acts of Parliament.

- For scientific positions in Level 11 to 15:
- Chairperson: Director of the institute or an appointed senior scientist with significant leadership experience.
- Head of the Relevant Department/Division
- A senior scientist with in-depth knowledge of the scientist’s research work, scientific contributions, and alignment with the department’s goals.
- External Expert: A renowned external expert from a reputed institution (preferably in the same or related field of research).
- Senior Scientist/Professor from a Related Research Institute : A senior-level scientist or academic from a related research institute who has experience in the field and can evaluate the candidate’s performance from a broader scientific community perspective.
- Administrative/HR Representative: A senior administrative officer of the institute.
- For scientific positions in Level 11 to 15:
- General Consideration while constituting the Selection Committee and Confirmation Committee
- Shall comprise of members of reserved community in case of posts being reserved or candidates appearing for the recruitment belonging to reserved community even if the post for which recruitment is held is unreserved.
- No member of the vigilance organization shall be part of the committee.
- No officer whose name is figuring in the Agreed list or has a Vigilance case pending against him/her shall be a member of any committee.
- Shall comprise of members from minority community (can be a grade below) in cases of candidates from minority community appearing for recruitment. {Only religious minorities are to be considered i.e. Muslim, Sikh, Jain, Christians, Parsis, Buddhists and not any other minorities like linguistic etc.).
- APPLICABILTY
These rules shall apply to all the Scientists of the BRIC.
- CONSTITUTION OF SERVICE
On the date of commencement of these Rules, such persons who have been appointed with due process in terms of extant instructions of Government of India shall constitute the total operational strength of the work force of the BRIC. The inter-se-and intra-se seniority of scientists in each grade, who were appointed at the initial constitution, shall be determined as per the Government of India guidelines on ‘Seniority’.
- SANCTIONED STRENGTH
i. Notwithstanding anything contained in these Rules, the Government may by notification make additions, deletions, alterations, substitutions or modifications to the number of sanctioned posts /
grades /designations / Levels of posts specified in Schedule of these Rules with approval of the Government of India.
- FUTURE MAINTENANCE OF THE SERVICE AND METHOD OF APPOINTMENT FOR CADRE POSTS
- From the date of commencement of these rules, all appointments will be made in the levels by Promotion
/ Deputation / Direct Recruitment as specified in the Schedules of these Rules.
- The particular method of appointment (by Promotion / Deputation / Direct Recruitment) to any level and percentage of appointment by each method is specified in the Schedules of these Rules.
- Posts which are to be filled by direct recruitment in any Level shall follow the relevant reservation rules/guidelines for members of the Scheduled Caste/Scheduled Tribes/Other Backward Classes / Economically Weaker Sections (EWS) / Persons with Benchmark Disabilities (PwBD) / Ex-Serviceman(ESM) in terms of extant DoPT instructions as amended from time to time.
- Upper age limit for the unreserved candidates shall be as specified in the Schedule of these rules. Age relaxation as per the existing DoPT guidelines for candidates belonging to SC/ST/OBC / PwBD / ESM shall be applicable.
- Educational Qualifications required for eligibility are detailed in the Schedule of these Rules.
- Following shall be the Application Fees for candidates applying for posts to be filled by open advertisement

- All efforts to be made by the iBRIC to have a cost neutral recruitment exercise.
- The fee structure shall be reviewed every 02 years by a duly constituted committee under the Chairmanship of the DG.
- The exemption from payment of Application fees OR payment of fee by the candidates belonging to SC / ST / Women / ESM / PwBD, would be in accordance with the guidelines issued by the DoPT from time to time.
- METHOD OF SELECTION
- The methods of appointment for all the positions as detailed at Schedule which are to be filled by open advertisement shall be in terms of extant DoPT guidelines.
- Complete transparency shall be observed in the selection process.
- The posts mentioned in the Schedules shall be filled by positive act and shall be advertised/notified in the leading newspapers in English and Hindi language before being filled and after due approval from the Approving Authority as provided in the RRs.
- Advertisement for recruitment in newspapers shall essentially be in Hindi, in Hindi dailies in conformity with Rajbhasha policy of Government of India. All advertisements to be published in newspapers should be as per DAVP guidelines.
- There shall be no change in the number of vacancy to be filled up or any procedures once the recruitment process (including criteria of eligibility, qualifying standards and criteria of empanelment)has been initiated by way of advertisement/notification and the conditions mentioned in the advertisement/notification shall be strictly adhered to except with the approval of competent authority.
- The panel recommended by the Search-cum-Selection Committee (ScSC) / Selection Committee prepared in order of merit for all posts shall be approved by the Approving authority before being implemented and shall be valid for a period of one year.
- Offer of appointment shall be made only for those posts which have been advertised/notified.
- All recruitment exercises once initiated shall be compulsorily finalized within a maximum period of 06 months for recruitment unless stayed by orders of Court or otherwise by the Government of India. Efforts shall be made to finalize the exercise in the minimum period conducting all due procedures in a transparent manner.
- In case of shortage of Scientist, due approval in accordance with the instruction issued by the Department of Expenditure would be obtained for creation of additional posts.
In case it is noticed that a post is not getting filled up by the prescribed mode of recruitment, despite being advertised minimum two (02) times, suitable amendment in the provisions of the Recruitment Rules may be done with the approval of Minister, Department of Biotechnology and the recruitment process may be again initiated with amended provisions of the Recruitment Rules.
- DETERMINATION OF MERIT ON INITIAL APPOINTMENT
In case of selection of two or more candidates in the same Grade on the same date, the recommendation shall invariably be made in the order of merit of selected candidates for the purpose of determining rank in service. In case the marks obtained are the same, then merit among such candidates shall be decided as under:
- The elder candidate will be placed above in rank,
- If the candidates have same date of birth then, the work experience of the candidate will be considered; and
- If the work experience is also the same then, the names of candidates shall be arranged in the alphabetical order to determine the rank in the panel.
- FIRST APPOINTMENT
- All cases of Direct Recruitment shall be in conformity as per the DoPT guidelines.
- All appointments in the BRIC will be subject to the selected candidates being found medically fit by the medical authority as notified by the BRIC.
- BRIC shall notify the list of authorized medical officers who shall essentially be doctors of Government Hospitals to medically examine the selected candidates before their actual appointment. Report of the Medical Officer shall be sent in sealed cover to the Director / Executive Director of the iBRIC.
- The verification of character & antecedents, from the police authorities and other testimonials/certificates from educational institutes and previous employer, in respect of Direct Recruits shall be done, as per extant instructions issued in this regard by DoPT vide OM No. 18011/2(s)/2016-Estt. (B)(i) dated June 29, 2016, as amended from time to time.
- APPOINTING AUTHORITY AND APPROVING AUTHORITY (IN CASE OF DIRECT RECRUITMENT / PROMOTION)
- For Positions in Level 14 and above: DG, BRIC will be Appointing Authority and Minister, Department of Biotechnology (DBT), Ministry of Science and Technology will be Approving Authority.
- For positions in Level 13 A and below: Director/Executive Director of iBRIC will be the Appointing Authority and DG, BRIC will be the Approving Authority.
- PROBATION AND CONFIRMATION
- A candidate on first appointment by direct recruitment will be on probation for a period of two years from the date he/she assumes charge of the post.
- Notwithstanding anything contained in the Rules above, the probation period of a Scientist may be terminated forthwith or extended for a period not exceeding one year with the approval of the Appointing Authority.
- There shall, in each case of satisfactory completion of probation, be a written order to that effect confirming successful completion of probation period. The order shall specify the date on which the probation is deemed to have been satisfactorily completed. In the absence of such an order, the probation period will not be deemed to have been confirmed; meaning thereby that confirmation following the probation period is not automatic but shall be done by a positive act with due process after the Confirmation Committee formed with the approval of the approving authority (as mentioned in point no. iv. below) recommends the same. In any case, such a committee shall always be framed within 30 days of completion of probation period or extended period of probation. The committee shall make its recommendations within 08 weeks of its constitution.
- All cases of confirmation of probation shall be approved by
- Director General of BRIC for confirmation in Level 14 and above.
- Director/Executive Director of the iBRIC for confirmation in Level 13 A and below.
In case the approving authority does not agree with the recommendations of the Confirmation Committee, he/she shall record his/her reasons in writing before disapproving the recommendations and terminate the services of the probationer.
- The services of the probationer shall be confirmed from the date following the date of satisfactory completion of the prescribed period of probation or the extended period of probation as the case may be, only after which he/she shall be deemed to be a regular employee of the iBRIC till his /her resignation/death/superannuation / voluntary retirement, whichever is earliest.
- A Scientist appointed only on regular positions shall be entitled to service benefits of the iBRIC like leave benefits, pay and allowances, annual increments, medical benefits, or any other benefits, in accordance with the guidelines issued by the Government of India.
- NATIONALITY
Only Indian nationals shall be eligible for appointment for all scientific posts detailed in Schedules.
- METHOD OF APPOINTMENT BY DEPUTATION
- The period of deputation shall be governed as per the DoPT guidelines, which can be extended up to a maximum period as per the extant orders of DoPT, only after the written consent of the incumbent and lending organization. The terms and conditions for tenure of deputation shall be as applicable in terms of extant Govt. of India instructions issued from time to time.
- During the period of deputation, the candidate’s term shall be regulated by the Conduct Rules of the borrowing organisation.
- Posts filled by Deputation shall be exempt from the purview of Reservation Rules.
- PROMOTION THROUGH THE REVISED FLEXIBLE COMPLEMENTING SCHEME.
For the Scientific Cadre, the promotion will be made through Revised Flexible Complementing Scheme (RFCS) as governed by DoP&T O.M. No. AB-14017/41/2013-PP(RR) dated 13.03.2024, as amended from time to time.
- LIABILITY OF SCIENTISTS TO SERVE ANYWHERE IN INDIA OR ABROAD
- In case a Scientist is required to work abroad, the same may be done with the recommendation of Secretary, Department of Biotechnology (DBT) and approval of Minister in Charge, Department of Biotechnology (DBT), Ministry of Science and Technology.
- Positions of the scientists appointed which are listed in the Annexure-I, shall be assigned to the Institution of BRIC (iBRIC) as per the requirement of the areas of research of Institute after discussion with the Director/Executive Director of iBRIC with the approval of DG, BRIC. Once the said positions are assigned to any iBRIC these will be under the Sanctioned Strength of that particular institute for Reservation Roster.
- DISQUALIFICATION: Any of the persons mentioned below would stand disqualified for the appointment/service:
- who has entered into or contracted a marriage with a person having a spouse living, or
- who is having a spouse living, has entered in or contracted a marriage with any other person;
- whose character and antecedent has been objected by the District Magistrate & Collector or whose identity has not been established by the Police shall be eligible for appointment to the service on regular basis.
- provided that the Central Government may, if satisfied that such marriage is permissible under the Personal Law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of the rule.
REVOCATION OF APPOINTMENT
Can be done at any stage during the period of probation (without notice) if the appointed person at any stage before or after appointment has:
- withheld information, given false information or provided false certificates/testimonials so as to secure appointment through wrongful means or intent,
- lied under oath,
- has been convicted of a criminal offence under Bharatiya Nagarik Suraksha Santhita (BNSS) and awarded punishment under any of the provisions of Bharatiya Nyaya Sanhita (BNS).
- indulged in activities which are prejudicial to the interests of the STATE.
- PERIODIC REVIEW OF RRs
Shall be reviewed in accordance with the DoPT guidelines issued from time to time.
- AUTHORITY TO EXERCISE POWERS UNDER THESE RULES
The Appointing Authority holding the charge on regular basis shall have powers to exercise authority under these Rules.
- POWERS TO RELAX/AMEND
Notwithstanding anything contained in these Rules any of the provisions in these Rules can be relaxed/amended with the approval of the Minister-in Charge, Department of Biotechnology (DBT), Ministry of Science and Technology (MST), upon the recommendations of the Governing Body of the iBRIC provided they are in conformity with the instructions of the Government of India.
- JURISDICTION OF THE COURTS
In the case of any dispute arising between iBRIC and others, the jurisdiction will be as per the respective geographical locations of the respective iBRIC.
- SAVING CLAUSE
- Nothing in these Rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the candidates belonging to the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, the Ex-Servicemen and the other special categories of persons in accordance with the orders issued by the Government of India from time to time in this regard.
- The provisions of the Government of India shall prevail under circumstances where there are no specific clauses provided in these recruitment rules.
