CBIC Introduces Enhanced Warehouse Licensing & MOOWR/MOOSWR Registration Module on ICEGATE 2.0
Issue: To simplify the process for manufacturers and businesses to submit applications and obtain licenses/permissions for operating Customs-bonded warehouses under the MOOWR and MOOSWR schemes, the CBIC launched an improved, fully digital module.
Facts:
The Central Board of Indirect Taxes and Customs (CBIC) launched the updated module on the ICEGATE 2.0 platform.
The module is applicable for obtaining licenses under Section 57, 58, 58A (public, private, special warehouses) and permissions for manufacturing operations under Section 65 (MOOWR/MOOSWR) of the Customs Act.
Decision:
The CBIC launched an enhanced and user-friendly Warehouse Licensing and MOOWR/MOOSWR Registration Module on ICEGATE 2.0, providing a fully digital, structured system for the entire application and approval process.

Enhanced Tracking and Support: The module features a dedicated Track Query Status function, allowing applicants to follow up on applications, view officer-raised queries, and submit digital replies.
DigiLocker Integration: The module includes guidance for DigiLocker-based validation, promoting paperless governance and streamlined authentication of Aadhaar-verified documents.
