CBIC Launches Online Module for Permissions under Section 65 (MOOWR and MOOSWR)
Issue: To streamline and simplify the process for manufacturers and businesses to submit applications and obtain permissions for conducting manufacturing and other operations in a Customs-bonded warehouse under the MOOWR and MOOSWR schemes.
Facts:
The CBIC previously utilized the Invest India portal as a temporary facility for receiving applications under the MOOWR scheme.
The CBIC developed its own dedicated online module on the ICEGATE 2.0 platform to manage these permissions permanently.
The scheme allows duty-free import of capital goods and raw materials for manufacture in a bonded warehouse under Section 65 of the Customs Act, 1962.
Decision:
The CBIC officially launched a dedicated Online Module on ICEGATE 2.0 for processing and granting permissions under the Manufacture and Other Operations in Warehouse Regulations (MOOWR) and the Manufacture and Other Operations in Special Warehouse Regulations (MOOSWR).
Key TakeDowns:
Digitalization and Efficiency: The new module on ICEGATE 2.0 is designed to streamline and simplify the submission of applications.
Scheme Categories: The module covers two primary categories of permissions:
MOOWR: For warehouses licensed under Section 58.
MOOSWR: For special warehouses licensed under Section 58A.
Guidance and Support: Detailed User Manuals for both trade and departmental officers have been made available on the ICEGATE website to provide clear, step-wise instructions.
Field Implementation: Chief Commissioners of Customs are instructed to issue Public Notices indicating the port code(s) to be used for receiving and processing applications and to ensure the smooth onboarding of trade onto the new module.
