F. No. DA/14/2025-Records/1712.— In pursuance of Cabinet Decision No. 3308 dated 07/02/2026 approved
by the Council of Ministers, the Lt. Governor of the National Capital Territory of Delhi is pleased to approve the
“Implementation of Heritage Club Scheme in the Government Schools of Delhi” of Department of Delhi Archives.
1. Short Title and Commencement
(i) These scheme may be called the “Implementation of Heritage Club Scheme in the Government Schools
of Delhi”.
(ii) The scheme shall come into force from the date of publication in the Official Gazette.
2. Scope of Scheme
The Government of National Capital Territory (NCT) of Delhi, through the Department of Delhi Archives,
aims to launch an innovative Heritage Club Scheme in the Government Schools of Delhi, to tap into the immense
creative potential and create the awareness in the students and involve them in maintaining and preservation of rich
cultural heritage of Delhi. These clubs serve as active platforms to identify, nurture, and promote students interest in
heritage through activities such as heritage walks, storytelling sessions, exhibitions, workshops, and interactive lectures.
The initiative is designed to foster a culture of creativity, inclusiveness, enhance skill development, and preserve Delhi’s
rich cultural heritage. Moreover, this initiative not only enhances students understanding of historical and cultural values
but also fosters a sense of responsibility towards the preservation of local and national heritage. By integrating heritage
education into the school environment, the scheme aspires to create informed and culturally conscious citizens of tomorrow.
Delhi ranks as one of the most ancient and historic cities of India. It has been the capital of mighty empires and
powerful kingdoms. The ruins of Delhi mark the sites of various cities which has a history of its own. Delhi is undoubtedly a
treasure land of heritage and culture. Many of our heritage treasures and traditional practices are taken for granted by people
today, thereby, there is need to sensitize the community towards our heritage through a chain of trainers, teachers and children.
To preserve this rich cultural heritage of Delhi, it is proposed to involve school students by way of setting-up of Heritage
Clubs in the Schools of Government of NCT of Delhi. In this way, we may not only create the heritage awareness amongst
the students but also involve the students in maintaining and preservation of rich cultural heritage of Delhi. Under the Heritage
Club, every student who becomes a member of heritage club is motivated to participate in heritage conservation and to learn
more about their local and natural heritage. The heritage club programmes are designed so as to involve students in various
activities geared towards heritage awareness and education for:
I. Learning a Craft
II. Museum Education & Outreach Programmes
III. Training Museum Guides
IV. Conservation at Home and at School
V. Heritage Radio Programme
VI. Rural Heritage Education and Skill Development
VII. Children’s Programmes at Heritage Festivals
VIII. Making of films on culture and heritage
IX. Guided Tours of monuments, museums, archives etc.
X. Quiz
XI. Organizing exhibition, symposia etc. to arouse heritage awareness amongst Children
XII. Heritage Mela in every year may be organized on International Heritage Day (18th April) by involving students of
Delhi. Exhibitions, symposia, Quiz’s etc.
be organized during the week and students be encouraged to prepare a documentary, model, exhibition, paper etc.
3. Aim & Objective
The Heritage Club Scheme is designed with the following aims and objectives:
I. To promote heritage sensitivity at the school level: Encouraging students to appreciate and respect Delhi’s diverse
cultural, architectural, and documentary heritage.
II. To integrate heritage education into school activities: Embedding heritage-related activities like walks,
exhibitions, storytelling, and field visits.
III. To create student-led heritage initiatives: Empowering students to take the lead in organizing and participating in
heritage awareness campaigns and local history projects.
IV. To connect classroom learning with local history and monuments: Encouraging students to explore and
understand the heritage sites in and around Delhi through experiential learning.
V. To foster inter-generational dialogue and community participation: Involving local communities, elders, and
heritage experts in club activities to create a broader understanding of cultural traditions.
VI. To cultivate conservation values and responsible citizenship: Building awareness about the importance of
preserving cultural heritage, promoting responsibility and pride.
VII. To build partnerships with cultural institutions and archives: Establishing collaborations with museums,
archives, and heritage organizations for resource support and enrichment
4. Implementation Strategy
The department proposes to implement the Scheme in collaboration with Directorate of Education from
New Academic Session 2026-2027 and in the first instance, Heritage Clubs will be established in 60 Schools
of all 12 Educational Districts as a pilot project. On successful outcome of the pilot Project, the scheme will be
implemented in all schools. Also, a training programme will be initiated for orientation of Nodal
Officers/School Teachers associated with under Heritage Club Scheme.
5. Monitoring
A monitoring committee will be established to oversee the progress of the Heritage Club Scheme.
This committee will include officers from the Department of Delhi Archives, Directorate of Education
Department, Department of Art, Culture & Languages and experts of the subject/field. The proposed
composition of the Monitoring Committee is as under :
6. Appellate Authority
In case of Grievances, the applicant may appeal to the Secretary, Department of Art, Culture & Languages for redressal of
grievance in this regard and the decision of the Secretary shall be final.
This issues in pursuance of Cabinet Decision No.3308 circulated vide letter No F.53/822/GAD/CN/2026/946-955 dated:
07.02.2026 of the Secretary to the Cabinet.
