How google combatting AI scams with security, legislation and more

You’ve seen the texts: fake package alerts, urgent bank warnings, panicked messages about your compromised account. Behind them is an AI-powered cybercrime network built to steal your passwords and credit cards. Today, google fighting back.

google filing a lawsuit to dismantle their infrastructure, coordinating with the FBI who will be taking law enforcement actions, and will continue to work with AT&T, T-Mobile and Verizon to block these texts before they reach you. Litigation alone won’t end this. So Google is also advocating for federal legislation to make these protections permanent.

Dismantling the “Outsider Enterprise”

Our civil lawsuit targets an organized cybercrime operation known as the “Outsider Enterprise.” Based in China and coordinating through Telegram, this network distributes “phishing kits” that allow criminals to blast out fake text campaigns that look like they’re from Google and other trusted brands.

The scale of the operation is massive:

  • Hundreds of thousands of victims have been financially scammed with losses estimated in the millions.
  • 9,000 fake websites and over 1 million fraudulent URLs connected to this group.
  • 55,000 spam texts were flagged by Android users in just two weeks this past May — that’s more than two text spam complaints a minute.
  • 2.5 million messages were sent by the Enterprise to Android users containing links to Outsider-generated websites over this two-week period.

Updating laws for AI-driven threats

As threats evolve, our laws must, too. That’s why Google is advocating for seven bipartisan bills to fight back against scams, including those created with AI:

Keeping people safe on our products

We use AI-powered tools to fight AI-powered scams. This includes scam detection on Android to alert users to suspicious conversations and contacts during calls, and built-in messaging defenses that intercept more than 10 billion malicious messages monthly. By combining powerful security defenses with aggressive legal action, google fighting against scammers and working to build a safer internet for everyone.

FBI: “The criminals behind the Outsider Enterprise built a business out of impersonating trusted brands to defraud hundreds of thousands of victims. Criminals increasingly use AI to make fraud like this more convincing and harder to detect. Together with partners like Google, we can disrupt criminal networks in ways no single organization could on its own.” – Brett Leatherman, Assistant Director Brett Leatherman of the FBI’s Cyber Division

Member of Congress: “Criminal scammers are using an increasingly sophisticated toolkit to bilk hardworking Americans out of their savings. Google is combatting AI-powered scams through a multi-front strategy that combines aggressive litigation, active legislative advocacy, cross-industry intelligence sharing, and on-device AI security tools. [1]

⚖️ Aggressive Litigation & Law Enforcement Partnerships [2]

Google uses its legal resources to dismantle international cybercrime networks. [1]
  • Targeting the “Outsider Enterprise”: Google filed a civil lawsuit in a Manhattan federal court against this massive, China-based network. Operating via Telegram, the group distributes AI-driven “phishing kits” that impersonate trusted brands. [1, 3, 4]
  • FBI Coordination: Google is directly collaborating with the FBI to drive criminal law enforcement actions against these actors. [1]
  • Telecom Partnerships: Google has teamed up with AT&T, T-Mobile, and Verizon to proactively block fraudulent text numbers before they hit consumer devices. [1]

Recognizing that lawsuits alone cannot solve the problem, Google is actively lobbying for federal laws to make protections permanent. The company is advocating for seven bipartisan U.S. bills to fight AI and digital fraud: [1, 5]

🛡️ Product Security & On-Device AI

Google is actively deploying “AI to fight AI” directly inside its ecosystem. [1]
  • Scam Detection in Calls: Real-time, on-device AI listens for conversational patterns typical of fraudsters during phone calls and alerts users instantly. [6, 7]
  • Messaging Defenses: Built-in Android and Google Messages defenses intercept over 10 billion malicious text messages every single month. [1]
  • Google Play and Chrome Protections: AI models scan apps on the Play Store to block impersonation attempts of popular AI services. Concurrently, Chrome’s Enhanced Protection uses real-time AI to flag cloaked malvertising and fraudulent URLs. [8]

🤝 Industry Alliances

Scammers operate globally, prompting Google to unite with external partners to track threats. [9, 10]
  • The Industry Accord Against Online Scams & Fraud: Google signed this accord alongside technology peers like OpenAI, Meta, Microsoft, and Amazon to coordinate defenses. [9]
  • Global Signal Exchange (GSE): Partnering with the Global Anti-Scam Alliance (GASA), Google feeds data into a centralized platform to quickly raise the alarm on cross-border scam trends across different tech platforms. [11, 12]
