SUBJECT: ASSISTANCE TO NATIONAL SPORTS FEDERATIONS SCHEME – REG.
F. No. 12-11/2026-Gov-1.— The Government approved the continuation of the Scheme of ‘Assistance to
National Sports Federations’ (ANSF Scheme) for the period 2026-27 to 2030-31, as the principal mechanism for
supporting the preparation, training and participation of Indian sportspersons and teams for achieving excellence in
international competitions.
2. ANSF is a Central Sector Scheme which provides assistance for training, preparation and participation of selected
sportspersons, from across the country, for achieving excellence in international events. National Sports Federations
(NSFs) are required to raise their own resources to finance their operations, and the financial support available under
the Scheme is supplemental in nature.
3. The major objectives of the Scheme are:
i. To support preparation, training and participation of Indian sportspersons and teams in international
sporting events, in India and abroad, including the Olympic Games, Paralympic Games, Asian Games and
Commonwealth Games.
ii. To ensure provision of comprehensive athlete support through NSFs, including training, competition
exposure, sports science, and other specialised support required for achieving excellence at the
international level.
iii. To strengthen professional competence and financial management of NSFs, and to ensure streamlined,
transparent and timely flow of financial assistance with appropriate accountability.
iv. To provide financial assistance to NSFs for hosting international sporting events in India, so as to
strengthen national capacity for conduct of global sports events.
v. To support hosting of mega multi-sport events, including the Olympic Games, Asian Games and
Commonwealth Games, as and when awarded to the country.
vi. To assist States, IOA and NSFs in conduct of National Games and National Championships, as core
elements of the domestic competition and talent identification framework.
vii. To promote grassroots development and capacity building, including development of coaches, technical
officials and support personnel, to ensure sustainable bench strength across sports disciplines.
viii. To promote indigenous sports by providing financial support to NSFs for their global expansion
collaborations with leading universities and sports academies worldwide.
ix. To support NSFs in strengthening their relationships and standing with International Federations and
counterpart national federations abroad; offering training opportunities to international athletes in India;
and enhancing India’s goodwill and recognition within the global sporting community.
4. Main components of the Scheme are: Assistance for conduct of National Championships both for Men and
Women in Senior, Junior and Sub Junior age categories for meeting expenses towards Boarding & Lodging, Hiring of
FOP/Equipment, Accessibility Audit, Accessible Transportation, Payment of Technical Officials and Prize Money;
Assistance for National Games towards sports equipment, Timing, Scoring and Result (TSR) services, remuneration to
Technical officials and technical conduct; Allocation of funds for grassroot development; Assistance for hosting of
international tournaments in India for meeting expenses towards Boarding, lodging & transportation, Rent of playfields,
Cost of consumable equipment, Certificates, medals and awards, Prize money, Payment of remuneration and travel to
Technical Officials/Referees/ Umpire/Jury, Hosting / competition sanction fee, Uniform for technical officials/ referees/
Umpire/Jury, Dope testing and any other statutory expenses, Event insurance, Expense on electricity incurred during
the conduct of the international event, Accessibility Audit and Accessible Transportation; Assistance for engagement
of High Performance Directors, Foreign Coaches, Foreign Experts, National Chief Coach, other Coaches; Assistance to
NSFs for engagement of support personnel such as sports medicine doctors, physiotherapists, Psychologist etc;
Assistance for National Camps/Training in Academies; Training of the Elite athletes at the Olympic Training Centres;
Assistance towards Travel from place of stay to national camp/foreign training/ competition & back; Assistance towards
boarding & lodging etc. for national camps and non-camp days dietary allowance for focus group athletes; Assistance
towards Field of play charges for camps / Championships; Assistance towards Sports kit for campers; Assistance
towards Medical Insurance for campers; Assistance towards air travel for foreign training / competition exposures;
Assistance towards deputation of referees/ judges/ umpires/Technical officials for competitions abroad; Assistance
towards boarding & lodging abroad and payment of out of pocket allowances; Assistance towards Ceremonial Dress
and Kit Charges for multi-sports events; Assistance towards transportation, hiring of equipment, infrastructure,
consumables; Assistance towards training of Sports Scientists, coaches and support personnel; Expenditure on dope
control; Purchase of equipment; Assistance for indigenous sports for global outreach; Assistance for Cultural Exchange
and International Cooperation; Support for engagement of administrative manpower; Assistance towards Medical
Assessment and sports science protocols; Engagement of Project Management Units (PMUs) in the Department for
managing specific issues relating to planning, coordination with national and international stakeholders, having bearing
on international standing of the country in the comity of sporting nations.
5. Proposals of NSFs for training, coaching, participation in international events, hosting of international sports
events, engagement of coaches and support personnel etc are considered in meetings of the Annual Calendar of Training
and Competitions (ACTC), chaired by Secretary (Sports).
6. The Department of Sports, Ministry of Youth Affairs and Sports and the Sports Authority of India (SAI) shall
be responsible for operationalising the Scheme and for its overall implementation and monitoring. Guidelines for
implementation of the Scheme of Assistance to NSFs will be issued by the Ministry and communicated to NSFs and
other concerned stakeholders.
7. The approved outlay is ₹7,386.74 crore, including ₹2,500 crore for hosting of Commonwealth Games 2030,
for the period 2026-27 to 2030-31. Year-wise outlay is as under

Commonwealth Games 2030.

8. The Scheme, with the above outlay, is hereby notified for implementation with immediate effect.
