PRELIMINARY NOTIFICATION

Delhi, the 12th October, 2026

F. No.1 No.1(6)/LAC(N)HC/DHANRAJ/2025/130.— In exercise of the powers conferred by sub-section (1) of Section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 read with Notification No. S.O. 2740(E) dated 21st October, 2014, read with S.O. 2014(E) dated 21st July, 2015 of Ministry of Home Affairs, Government of India it appears to the Lieutenant Governor of National Capital Territory of Delhi being the appropriate Government that total land admeasuring 2 Bigha1 Biswa of Khasra numbers 429/61/2 (1 Bigha – 01 Biswa) and 429/61/3(1 Bigha – 00 Biswa) in the Azadpur, Sub-division/Tehsil Adarsh Nagar, North revenue district to Public Works Department for public purpose, namely construction of road No. 51 to join the Outer Ring Road with GT Karnal Road.

The Hon’ble High Court of Delhi vide order dated 31st January, 2025 in WP(C) No. 11854/2018 titled as Dhanraj Singh Jain v/s Union of India & Ors, has exempted the acquisition proceedings from the provisions relating to Social Impact Assessment (SIA) by directing that sections 4 to 10 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 need not be followed.

Therefore, it is notified that for the above said project in Revenue Village Azadpur, Sub-division/Tehsil Adarsh Nagar, North revenue district, Delhi total land measuring 2 Bigha 1 Biswa of Khasra numbers 429/61/2 (1 Bigha – 01 Biswa) and 429/61/3(1 Bigha – 00 Biswa), whose detailed description is given below in schedule of land, is under acquisition:-

This notification is made under the provisions of section 11(1) of the Right to Fair Compensation and Transparency in Land acquisition, Rehabilitation and Resettlement Act, 2013 (30 of 2013), to all whom it may concern.

The Appropriate Government is pleased to authorize Deputy Commissioner/Collector, North District, GNCT of Delhi and his staff to enter upon and survey land, take levels of any land, dig or bore into the sub-soil and do all other acts required for the proper execution of their work as provided and specified in section 12 of the said Act.

Under section 11(4) of the Right to Fair Compensation and Transparency in Land acquisition, Rehabilitation and Resettlement Act, 2013, no person shall make any transaction or cause any transaction of land i.e. sale/purchase, etc., or create any encumbrances on such land from the date of publication of such notification without prior approval of the Collector.

A plan of the land may be inspected in the office of the Deputy Commissioner/Collector, District North, GNCT of Delhi 5, Sham Nath Marg New Delhi 110054 and in the Office of Executive Engineer, North Roads Division, PWD, Opposite Khalsa College, Mall Road, New Delhi – 110054 on any working day during the working hours.
